An official in a small farming district in central Vietnam has been caught stealing 12 goats from a poverty aid program that he helped run.
According to local media, Thach Thanh District in Thanh Hoa Province started the program last June, giving 24 goats for breeding purposes to poor households in a remote mountainous area.
Do Minh Quy, chief of the Communist Party’s district unit, was supposed to deliver these goats to the right families.
But this month, locals found half of the goats were kept in his own farm.
Investigators found that the 12 goats were allocated to three households that were not eligible for the aid program.
In fact, two of the three are his relatives.
After the households received the goats, they brought the animals back to Quy’s farm.
He finally returned the goats to district authorities, after the case was exposed.
No punitive measures have been reported.
In Vietnam, a household in rural areas is categorized as “poor” if its average monthly income is VND400,000 (US$18.73).
