Construction starts on urban infrastructure development in northern mountains

NDO – Work commenced on January 21 in Thai Nguyen on works under the first phase of the Northern Mountains Urban Programme, aiming to improve urban infrastructure, sanitation and living standards for people in Vietnam’s northern mountainous region.


Proposed and financed by the World Bank, the project was approved by the Prime Minister in early 2014 and will be implemented in the urban areas of seven northern mountainous provinces — Thai Nguyen, Bac Kan, Cao Bang, Tuyen Quang, Dien Bien, Hoa Binh and Yen Bai — at a total of US$301.8 million, of which US$250 million comes from the ODA source and the rest is covered by the Vietnamese Government.


The result-based programme targets to upgrade urban infrastructure in northern mountainous cities, including deploying infrastructure projects and improving living conditions for prioritised low-income areas, as well as enhancing the capacity of participating cities to effectively plan and execute urban development works.


In Thai Nguyen province, the project will spend US$80.5 million on 12 works divided into two phases from 2015 to 2020, including upgrading of Viet Bac Road, construction of Dong Quang Kindergarten, and improving infrastructure in the Cot Co residential area, among others.


Speaking at the commencement ceremony, Deputy Prime Minister Hoang Trung Hai stressed the importance of the project to local sustainable socio-economic development.


He asked the Ministry of Construction, contractors and project managers to ensure the progress and quality of works under the project. Localities to benefit from the project were urged to accelerate land clearance and create favourable conditions for construction work.


According to the World Bank Country Director in Vietnam, Victoria Kwakwa, methods and experiences gained from the programme will help form a model for infrastructure investment support in association with improved urban management that can be applied to other cities in the country.
