Promoting activities to cope with climate change At the 4th meeting of National Committee on Climate Change (CC) taking place in the morning of February 19th, Prime Minister Nguyen Tan Dung – Chairman of the Committee emphasized that ministries, agencies, localities should continue to grasp thoroughly, propaganda extensively about Resolution 24/TW of the Government on actively responding to climate change, enhancing resource management and environmental protection.

As reported by Ministry of Natural Resources and Environment – standing agency of National Committee on Climate Change, the current policies and laws of Vietnam on climate change have been built and deployed synchronously. Notably, promoting scientific research, such as constructing the scenarios of climate change and sea level rise, implementing the national science and technology program… has initially created arguments, important scientific basis for actions responding to climate change of ministries, agencies and localities. Besides, capabilities of warning, disaster forecast also gain particular attentions for investment and initially show efficiency, meet the requirements of actively avoiding to mitigate damages caused by natural disasters.


However, awareness of climate change in the society is not really adequate; the coordination between ministries, agencies together with localities is loose. The biggest drawback is to have not built the operational coordination mechanisms and criteria for evaluating the integration between the national strategy for green growth and the national strategy on climate change, with implementation budget.


At the meeting, committee members said that it must continue to have interdisciplinary, inter-regional approach, requiring closer and more effective coordination between ministries, agencies, localities in the work of forecasting, building scenarios, actively responding to climate change. Simultaneously, it requires paying attention at building mechanisms, policies, solutions to mobilize social resources in this field.


Mainstreaming the climate change response program into economic-society development programs, plans of the localities must be carried out regularly. In addition, we must pay attention to the forecast, especially the forecast of rain, flooding to minimize the damage caused by natural disasters, floods and storms. We have to continue to update the international forecast scenarios on climate change; focus on the effective deployment of the Mekong Delta plan to adapt and mitigate the impacts of climate change; to promote international cooperation in order to learn, share experiences, mobilize international resources for implementing programs, objectives of responding to climate change.


In conclusion of the meeting, Prime Minister Nguyen Tan Dung directed that ministries, agencies should continue to review the legal documents to complete the institution, which specified tasks of disaster prevention, as well as accessed and completed zoning strategy.


The Prime Minister emphasized that scientific research, forecasting needed to raise a higher stage; the involved ministries, agencies built renovation map on climate change, enhanced forecast via observation, forecast of rain, flood. The Prime Minister assigned Ministry of National Resources and Environment researched the subsidence in the Mekong Delta and Ho Chi Minh City for appropriate population distribution.
