Traffic culture taught in preschools
Additionally, the government asked the Ministry to work with the National Traffic Safety Committee to issue the document “ Traffic Culture” to junior high school students in the third quarter of this year for implementation in the academic year of 2017-2018.

Moreover, the Ministry should urge departments of education and training to adopt measures and increase information of traffic safety. Awareness of obedience to road rules and traffic culture should be added in curriculum in preschools and primary school to educate kids.

The Deputy PM requested to spread information of orders and raise drivers’ awareness while travelling in streets. Passenger bus drivers, teenagers in countryside are taught road regulations first because they are likely to cause accidents. Local administration should increase people’s awareness of traffic safety through loudspeaker.

People’s committees in Hanoi, Ho Chi Minh City and big cities must work out the plan to restore urban traffic orders including managing sidewalk for parking, business.

The Department of Transport was assigned to design software to supervise traffic and provide images of violators so that traffic cops can impose fines on them.

When it comes to limiting personal vehicle, Mr. Binh ordered to improve public transportation as well as build suitable roadmap for each locality’s socio-economic condition and protect vehicle’s owner especially poor people and near-poor people.

In addition, traffic police must enhance handling in “hot spots” for accidents. The Ministry of Transport and the Ministry of Public Security were urged to set up station to check vehicle’s loading capacity in build- operate-transfer toll road collection stations to give information of violators to traffic warden for penalties.

The Deputy PM pointed out directors of police stations in cities and province will assume full responsibility if their areas. The ministries of Justice, Finance and Transport were assigned to put forward measures to auction violators’ vehicles left in police stations.

The Ministry of Defense must have harsh penalties on traffic violators which caused serious consequences as well as those who use false plate, or military vehicles for illegal acts.
