<div xmlns='http://www.w3.org/1999/xhtml'><p><a href='http://bit.ly/10dEpsd'><img alt="1565009-avatar" class="attachment-medium aligncenter" height="225" rel="lightbox" src="http://bit.ly/10dEpsd" width="300"/> </a> </p><br /><p><a href='http://bit.ly/1lTdWFb'>Bai Choi</a> singing (Source: VNA)</p><br /><p><span id='more-1565009'> </span> </p><br /><p>Musicians, researchers, managers and performers of Bai Choi – a folk singing popular in <a href='http://bit.ly/OhyfRh'>Central Vietnam</a>, have worked together on means and ways to preserve and enrich the values of the genre.</p><br /><p>A seminar on the topic was co-hosted by the <a href='http://bit.ly/1BvCESN'>Vietnam National Academic of Music and the Department of Social</a>, <a href='http://bit.ly/1BvCESR'>Sports and Tourism Binh Dinh</a> province – the cradle of Bai Choi, on September 27.</p><br /><p>Participants discussed thoroughly the history and current status of Bai Choi singing which was listed as a national intangible cultural heritage in late August, 2014 and is seeking the <a href='http://bit.ly/1j2PWC2'>UNESCO’s</a> recognition as an intangible cultural heritage in 2016.</p><br /><p>The event was a move to facilitate the making of a national dossier in search for the recognition, with studies to be launched across 11 provinces and cities in the central region, ranging from <a href='http://bit.ly/10dEpIT'>Quang Binh to Binh Tuan</a>, the organizers said.</p><br /><p>The Vietnam National Academy of Music and the Department of Culture, <a href='http://bit.ly/10dEnk6'>Sports and Tourism of Binh Dinh</a> have been tasked with the preparation of the application dossier, which is to be submitted prior to March 31, 2015.</p><br /><p>Unique to the coastal central region, bai choi is often seen at local spring festivals and resembles a game, using playing cards and village huts.</p><br /><p>The stage for bai choi performances encompasses nine cottages, each containing five or six ‘players’. One of the cottages, the central house, contains a troupe of musicians and instruments. A deck of playing cards is split in half, with one stack distributed amongst the players, and the other placed in the central house. The cards are stuck onto bamboo poles and erected outside the cottages.</p><br /><p>The game singer delivers a flag to each cottage, all the while singing bai choi, and then draws a card from the central house. Whoever holds the card closest in value to the game singer’s card wins.</p><br /><p>The bai choi songs are about festivals, daily life and work, and are accompanied by musical instruments.</p><br /><p>The game and songs were developed by <a href='http://bit.ly/1BvCH0V'>Mandarin Dao Duy Tu</a> (1572-1634) to help locals protect their crops, according to <a href='http://bit.ly/10dEnke'>Hoang Chuong</a>, <a href='http://bit.ly/1oTM7Pe'>Director of the Centre</a> for <a href='http://bit.ly/1BvCHhm'>Preservation and Promotion of National Culture</a>.</p><br /><p>Vietnam is currently home to eight UNESCO intangible heritages, namely Hue’s royal court music, the space of Gong culture in the <a href='http://bit.ly/1fejOVo'>Central Highlands</a>, Quan ho (love duet) singing, the Giong festival, <a href='http://bit.ly/1jXkQbM'>Ca Tru</a> ceremonial singing, Xoan singing, Worshipping the Hung Kings, and Don ca tai tu (amateur singing).-VNA</p><br /><br/><br />Seminar seeks to preserve Bai Choi singing Related image(s)<br/><br /><img height="200" src="http://bit.ly/10dEpsd" width="200"/><br/></div>

<div xmlns='http://www.w3.org/1999/xhtml'>At least 36 feared dead on Japanese volcano, search called off<br /><p><strong>At least 36 people are feared to have died after a Japanese volcano erupted without warning at the weekend, raining ash and stones on hikers, but the search for victims was abandoned on Monday because of fears of rising levels of toxic gases.</strong> </p><br /><p>>> Japan volcano search resumes as survivors tell of horror</p><br /><p>Rescuers at the peak of <a href='http://bit.ly/YBGxJm'>Mount Ontake</a>, now an eerie moonscape under a thick layer of gray ash, on Monday found what may be five new victims of Saturday’s eruption at Japan’s second-highest active volcano.</p><br /><p><span id='more-1565103'> </span> </p><br /><p>The eruption of the 3,067-metre (10,062-feet) peak, 200 km (125 miles) west of Tokyo, took place as the popular hiking site was packed with climbers, including children, admiring autumn foliage under a brilliant blue sky.</p><br /><p>Ten people have so far been confirmed dead in Japan’s first fatal volcanic eruption since 1991, and 63 have been injured, some with broken bones. Eight are missing, but officials said some of them could possibly be among those who perished.</p><br /><p>“<a href='http://bit.ly/1sKoDSC'>It’s my son, my second son. We’ve had absolutely no contact at all</a>,” a gray-haired man told Japanese television, adding that his 26-year-old son had gone to the mountain with his girlfriend. “<a href='http://bit.ly/YBGAEY'>We’re utterly exhausted</a>.”</p><br /><p>More than 500 rescuers had been combing the summit, plowing through knee-deep ash and passing mountain lodges with holes punched in their roofs by rocks shot out of the volcano.</p><br /><p>Helicopters lifted laden stretchers one by one from the summit on Monday, before rescue efforts were abandoned. <a href='http://bit.ly/1sKoChq'>As on Sunday</a>, the smell of sulfur strengthened at the peak, fanning fears of toxic fumes and forcing rescuers off the mountain.</p><br /><p>Japan is one of the world’s most seismically active nations. In 1991, 43 people died in a pyroclastic flow, a superheated current of gas and rock, at <a href='http://bit.ly/1sKoChv'>Mount Unzen</a> in the southwest.</p><br /><p>Ontake, Japan’s second-highest active volcano, last had a minor eruption seven years ago. Its last major eruption, the first on record, was in 1979.</p><br /><p>Hikers said there was no warning of Saturday’s eruption just before noon and hundreds were trapped for hours before descent became possible later in the day.</p><br /><p>“<a href='http://bit.ly/YBGygs'>I felt a hot wind blast against my back and crouched down to the ground</a>,” a man told NTV. “<a href='http://bit.ly/YBGAF7'>I was sure I was going to die</a>.”</p><br /><p>It was natural that Japan’s Meteorological Agency, which monitors volcanic activity, might reconsider its surveillance system, said <a href='http://bit.ly/YBGywK'>Chief Cabinet Secretary Yoshihide Suga</a>.</p><br /><p>“<a href='http://bit.ly/1sKoCxQ'>However, I believe that, given current levels of knowledge, they made the only judgment they could</a>,” he told a news conference.</p><br /><p>Suga also said the eruption would have no impact on the restart of the Sendai nuclear plant in southwestern Japan, an area of active volcanic sites. <div xmlns='http://www.w3.org/1999/xhtml'>Natural resources minister queried about land issue<br /><p>Minister of Natural Resources and Environment Nguyen Minh Quang focused on the handling of citizens’ land-related complaints at a Q&A session in Hanoi on September 29 as part of the ongoing 31st meeting of the National Assembly Standing Committee.</p><br /><p>He also answered questions on the use of rice growing land and a plan on crop transformation on rice growing land as well as measures to address wasteful land use, the granting of land use right certificates, and State management responsibility for natural resources and mineral exploitation in combination with environmental protection.</p><br /><p><span id='more-1565045'> </span> </p><br /><p>The minister pinpointed the causes behind the delay in granting land use right certificates, which included officials’ lack of responsibility. He was accused of “<a href='http://ift.tt/1nxsznE'>coercive seduction</a>” which carries a lighter punishment.</p><br /><p>The act is punishable by between two to seven years in jail if the victim is between 16 and 18 years old. <div xmlns='http://www.w3.org/1999/xhtml'>VN has 15,000 new breast cancer cases per year, 70% detected late<br /><p><strong>The rate of women with breast cancer has increased in recent years in Vietnam, with about 15,000 new patients every year on average, while 70 percent of cases are detected late, a senior health expert has announced.</strong> </p><br /><p>>> Vietnam has 116,000 new cancer cases every year: seminar >> VN’s cancer death rate among world’s highest</p><br /><p>The striking figures were announced by <a href='http://ift.tt/YAvnEA'>Vietnamese Deputy Minister of Health Nguyen Thi Xuyen</a> at a meeting held in <a href='http://ift.tt/1liy1bo'>Hanoi on Sunday</a> to launch a Media Festival Day for <a href='http://ift.tt/YAvmRc'>Breast Cancer Prevention and Control</a>.</p><br /><p><span id='more-1564951'> </span> </p><br /><p>The event was jointly conducted by the <a href='http://ift.tt/1nxsyA7'>Ministry of Health and the Roche Group</a>, a giant Swiss pharmaceutical group that leads the world in medicine for cancer treatment.</p><br /><p>For several reasons, including low public awareness of prevention of the deadly disease, as many as 70 percent of breast cancer cases in Vietnam are detected late, leading to low efficacy in treatment, Xuyen said at the meeting.</p><br /><p>Meanwhile, in developed countries, 80 percent of breast cancer patients are saved thanks to early detection and timely treatment.</p><br /><p>Breast cancer ranks second among the most deadly diseases, with 7 million new breast cancer cases and some 52,000 deaths recorded every year, Xuyen added.</p><br /><p>“We hope that the mass media contributes to making everybody aware that breast cancer is not an incurable disease. With a positive lifestyle, everyone can prevent the disease by self-examining their breasts to detect any abnormal signs and stop the cancer early,” she said.</p><br /><p>“<a href='http://ift.tt/YAvnEC'>Breast cancer can be cured completely if patients are treated on time and properly</a>,” she stressed.</p><br /><p>Assoc. Prof. <a href='http://ift.tt/1ryBTpk'>Dr. Tran Van Thuan</a>, deputy director of the Hanoi-based K Hospital and head of the <a href='http://ift.tt/1gOr3tz'>Research Institute</a> for Cancer Prevention and Control, has previously said that one of the difficulties in breast cancer treatment is that women, and the general population, are not well informed of the disease.</p><br /><p><strong>Breast cancer rate rises 69% in 10 years</strong> </p><br /><p>According to a study conducted by the K Hospital in 2000, the rate of women with the cancer was 17.7/100,000 women. <div xmlns='http://www.w3.org/1999/xhtml'>Vietnam police chief could be charged for fatal beating<br /><p>Investigators from Vietnam’s top prosecution agency look to charge the supervisor of five police officers who allegedly beat a suspect to death.</p><br /><p>The investigation unit from the Supreme People’s Procuracy said they began investigating <a href='http://bit.ly/YEv1N2'>Le Duc Hoan</a>, deputy police chief of Tuy Hoa Town in the south central province of Phu Yen, on charges of criminal negligence and dereliction of duty</p><br /><p>Hoan was nominally in charge of a May 2012 investigation of a burglary suspect named <a href='http://bit.ly/1iWC06B'>Ngo Thanh Kieu</a>.</p><br /><p>A court found that Kieu was beaten to death with rubber batons during an interrogation conducted by five of Hoan’s subordinates–namely: <a href='http://bit.ly/YEuYRm'>Nguyen Minh Quyen</a>, Nguyen Than Thao Thanh, <a href='http://bit.ly/1nxsArI'>Nguyen Tan Quang</a>, <a href='http://bit.ly/YEv1N9'>Pham Ngoc Man and Do Nhu Huy</a>.</p><br /><p><span id='more-1564954'> </span> </p><br /><p>In early April, a court convicted the officers. Some received suspended sentences; others got up to five years in jail for using corporal punishment.</p><br /><p>Hoa wasn’t even investigated.</p><br /><p>Following the trial, the media reported widespread public discontent with the verdict. Numerous newspapers carried editorials which argued that the punishments were too lenient.</p><br /><p>Such public outcry prompted <a href='http://bit.ly/1tvMz8G'>President Truong Tan Sang</a> to step in, instructing relevant agencies to apply the laws more correctly and punish the officers more harshly.</p><br /><p>The victim’s family came forward, forcing Phu Yen prosecutors to reopen the case in late April.</p><br /><p><a href='http://bit.ly/YEuYRp'>Nguyen Huu Phuc</a>, the province’s chief prosecutor, announced that Hoa could be charged for failing to supervise his subordinates.</p><br /><p>According to the first indictment, the group of officers handcuffed Kieu at his home on the morning of his death and took him to a police station without a warrant.</p><br /><p>Kieu later died of cerebral hemorrhaging and other injuries inflicted by the interrogating officers.</p><br /><p>The 32-year-old was survived by his two small children.</p><br /><p><a href='http://bit.ly/1hzMi02'>On April</a> 29, the prosecutor’s office of Phu Yen Province appealed the verdict of the <a href='http://bit.ly/YEv23p'>Tuy Hoa Town People’s Court</a>, saying Hoa should be investigated for gross negligence.</p><br /><p>An appeals trial opened on July 9. She finished her race in 2’12″25, just after <a href='http://bit.ly/1vmfqwu'>Japan’s Sayaka Akase and China’s Jie Chen</a>.</p><br /><p>Her first bronze medal was secured on September 23 in the women’s 400m individual medley.</p><br /><p>The same day, shooter <a href='http://bit.ly/1oODVSt'>Nguyen Thi Thu Hang</a> bagged a bronze in the women’s individual 10m running target event.</p><br /><p>As of 8pm on September 26, Vietnam ranked 13th in the medal table with one gold, six silver and 18 bronze medals.
