The VNACCS/VCIS system – an automated customs clearance system – officially went into operations on April 1 at Hanoi Northern Customs Branch (Hanoi Department of Customs) and Haiphong Port Customs Branch – Area 1 (Haiphong Department of Customs).
To timely support the first two units to run the system, the General Department of Vietnam Customs (GDC) sent two support missions to the two branches. The mission to the Haiphong Port Customs Branch – Area 1 was led by Mr Vu Ngoc Anh – GDC Deputy General Director and Mr Hiroki Sakurai – Chief Advisor for VNACCS/VCIS Project. The Hanoi mission was headed by Nguyen Manh Tung, Director of Information Technology and Customs Statistics Department.
According to preliminary assessment reports, the VNACCS/VCIS system operated quite smoothly. Operators made careful preparations for facilities and support personnel. However, some enterprises remained confused with the new system and many technical manipulations. Before this confusion of enterprises, GDC support units and customs officers helped them to deal with new procedures.
