During the working visit to Phu Yen, the Minister of Science and Technology, Mr. Nguyen Quan had a working session with the Provincial People’s Committee and singed the pilot cooperative program for implementing 7 national scientific-technological tasks in Phu Yen from now to the year 2016. - The program is aimed at experimentally implementing the order mechanism under the stipulated articles 25, 26 and 27 on the tasks, proposals, approval jurisdiction, signing contracts to conduct the national scientific-technological tasks and article 30 on scientific-technological tasks of using state budget whilst directly assigning, as stipulated in the 2013 Law on Science and Technology.Also, the program mobilizes the most of all sources to successfully implement the national scientific-technological tasks in Phu Yen province; drastically enhancing the activities of researching, applying scientific-technological achievements to practically serve the provincial targets of social-economic development.
* As for the pilot cooperative program with Phu Yen province, which national scientific-technological tasks are decided in the implementing program to the year 2016?
- The Ministry of Science-Technololgy and Phu Yen province have discussed, approved on pilot implementing 7 proposals of national scientific-technological tasks, and these are urgent ones with direct impact on the local and regional social-economic development.
Concrete tasks are: research on technological renovation, chains of processing beverages and other products made from eucalyptus trees (implemented in the national program of technological renovation); applying the technology of preserving food CAS by Japan for the products of oceanic tuna and lobsters in Phu Yen (the national program of developing high technology to the year 2020); applying scientific-technological advances in the sustainable development of the profession of breeding bird nests and constructing professional village of breeding bird nests (the program of applying scientific-technological advances to serve the social-economic development of the rural areas, mountainous areas in the period of 2011-2015); constructing the geographical instructions in O Loan for the products of O Loan lagoon blood oysters; establishing, managing and developing the brand name of “Tuyet Diem salt” for the Tuyet Diem salt products in Xuan Binh commune, Song Cau town (the program of supporting for the development of intellectual properties); researching to propose scientific-technological solutions to overcome the phenomenon of Da Nong, Da Dien, Tien Chau estuaries continuously overlapping, for the sake of the province’s social-technological development; research into efficient solutions to prevent, treat epidemics on lobsters and shrimps bred in Phu Yen and the Central South Coastal provinces (the national level independent scientific-technological tasks).
* On which particular mechanism is the pilot cooperative program organized and implemented?
- The Ministry of Science-Technology coordinate with Phu Yen province to implement the mechanism of direct assignment of the national scientific-technological tasks for 7 tasks mentioned above, to be applying article 31 on “Scientific-technological tasks of using state budget directly assigned from the state budget”, as stipulated in the Decree numbered 08/2014/ND-CP dated January 27th, 2014 on stipulating details and directions on implementing some articles of the science-technology law and current stipulations.
As for organizing for implementation, both sides have agreed on clearly assigning responsibilities, periodically checking, reporting, under stipulations. Annually, both sides check, prelimarily sum up, assess reports and propose adjustments to supplement to the cooperative program to make it compatible to the reality; briefing on the cooperative program at the end of the year 2016.
