Export of labor needs an appropriate measure

​Export of labor under the Decision No. 1956/QD-TTg by the Prime Minister aims to create jobs, increase incomes to poverty reduction. In Quang Ngai province, in recent years, many employment introduction sessions have been opened, however, labor export rate in 6 mountainous districts of the province is always low day after day.


​According to the provincial Department of Labour, Invalids and Social Affairs (DoLISA), the province has nearly 750,000 people in working age, of which, 98,000 workers in urban area and 606,000 workers in rural area and every year, approximately 23,000 new employees enter in working age.


As assigned by the PPC, the provincial CenterforEmployment Introduction in collaboration with mountainous district authorities have opened work sessions to advise workers on choosing occupations, labor export. As revealed in 2013, 7 employment sessions were opened in 6 mountainous districts to attract employees with 663 participants, but only 177 people registered labor export, mainly in Malaysia market.


At the work session in early 2014 in Ba To district, hundreds of Hre young people looked for opportunities but after learning about the market information and conditions for labor export, many of them refused to register. As said by Mr. Nguyen Van Trieu, head of Ba To district DoLISA, the number of labour export set out in the employment session was 400 criteria, but only 10 workers registered.


The main causes of the indifferent workers to the labor export market come from qualifications of mountainous workers, low wages in export markets and the propagation activities on labor export in locality.


With an average salary for labor export in Malaysia is only 6 to 6.5 million VND/month excluding food money. This amount is not large as compared to domestic salary; meanwhile mountainous districts have developed material plants of cassava, sugarcane, rattan, etc and attracted local workers with an average income of from 120,000-150,000 VND/day. Therefore, the labor export market is less attractive.


Another problem is that many people want to participate in the labor export but they could not afford its fee.


Meanwhile, the labor export markets with high incomes such as South Korea, Taiwan, Japan need workers with highly skilled, qualified but ethnic minority employees are unqualified to work.


The main above mentioned barriers have made the labor export in 6 mountainous districts at a standstill and fell into deadlock.


So that Quang Ngai Government needs an appropriate measure to kick-off labor export aiming at contributing to poverty reduction and sustainable development.
