Prime Minister has approved a scheme on ‘Developing the urban of Vietnam to cope with climate change in the period of 2013 – 2020′.
Accordingly, the scope of the project implementation is urban system on a national scale (63 provinces and cities directly under the central government), focusing on the provinces and municipalities seriously suffering from the impacts of climate change. It is divided into 2 affected areas: coastal urban systems, urban delta areas, which suffer from the risk of flooding, sea level rise, storm surges, land loss and water salinity. The urban system in mountains and plateau suffer from flood tubes, flash floods, landslides, water resources depletion.
The scheme was set up for the period from now to 2020 and the vision after 2020. In particular, Phase I (from 2013-2015 ) is performed in 6 cities including: Ho Chi Minh City, Hanoi, Can Tho, Hai Phong, Da Nang and Ca Mau province. Phase II (from 2016-2020 ) is set up for 35 cities , including 24 cities in 15 provinces of the northern coast , central coast and the Mekong Delta ; 11 cities of 10 provinces in Northern mountain and Central Highlands of Vietnam.
The phase after 2020 is carried out on coastal urban and plain urban suffering from high risks of floods, flash floods and landslides in the northern mountainous region, central coast, Southeast area and Central Highlands.
The scheme is proposed to focus on implementing 6 key tasks and solutions.
Firstly, investigate and assess the impact of climate change on the development of current urban systems and urban expected to form in the period 2013 – 2020; encompass the area under the great impacts of climate change, calculate the adaptation ability and level, propose the solutions to respond; conduct database system and warning map to the risks of climate change in urban areas (also called Urban Atlas and Climate Atlas).
Secondly, integrate the content of adaptation to climate change into planning and programs of urban development; warn about the risks in developing urban which are under the impacts of climate change.
Thirdly, adjust, supplement legislation, policy frame, standards, codes, regulations related to urban classification, planning; manage the development and investment of urban, housing, technical infrastructure, etc…
Fourthly, conduct controlling system to restrict floods in urban areas. Construct reservoirs regulating floods; clear, dredge, renovate, reinforce, regulate urban drainage. Construct dikes, embankments, floodwalls, flood diversion, modern groundwater containing construction on a large scale. Localize protection areas and suggest solutions for resettlement and migration from the warning areas. Develop anti-flood houses, houses resistant to typhoons.
Fifthly, enhance the capacity of leadership, professional staffs at all levels of management, developing urban to respond to climate change. Propagate the impacts of climate change to people, enhance the collaboration of community and concerned parties in the implementation.
Six, implement cooperation programs of scientific-technological research implement pilot projects of green urban development; construct green architecture for energy saving, emission reduction; develop environmentally friendly construction materials, reuse , recycle.
