Two senior officials in the southern province of Binh Phuoc have been held to harsher punishments after a disciplinary review of their drunken karaoke brawl that sent one of them to hospital last August.
Bui Quoc Khanh, 41, was demoted by the Communist Party unit in the province from his original position as a deputy director of the Department of External Affairs.
Pham Thanh Chung, 53, deputy director of the Department of Interior, was given a warning.
In Vietnam, there are four levels of punishment for misconduct by Party members: reprimand, warning, demotion and expulsion.
Earlier in November, the Party unit had given Khanh a warning and Chung a reprimand.
It has not been explained why the punishments are now changed more than six months after the incident.
According to police, the two men headed to a restaurant in Dong Xoai Town with a group of fellow officials at around 2 p.m. on August 12 after finishing a political training session in the morning.
The group ate, drank and sang karaoke.
Khanh reportedly went around inviting other officials to drink with him, but forgot Chung, who, because of that, said something to criticize Khanh.
Things quickly unraveled.
According to eyewitness accounts, Khanh threw beer into Chung’s face and repeatedly hit him in the head with his empty glass.
Chung was rushed out of the karaoke room bleeding profusely from his head and face, while Khanh continued to scream at him.
He was admitted to hospital and given several stitches.
During a meeting in August 20, the two officials apologized to each other and said they were under the influence of alcohol at the time.
The pair was then suspended for a month.
