1. Hai Tac (Pirate) Island (Kien Giang): There are two boats to the island at 7 am and 2.30 pm. A one-way ticket is priced at VND40,000 ($1.8). Travel time is about 1 hour and 20 minutes.

Vietnam embassy opposes arrest of citizen in Malaysia
The Vietnam Embassy in Malaysia has protested against the arrest last week of a Vietnamese woman in Kuala Lumpur, complaining that it had not been appropriately informed of the groundless detention.

The Vietnamese citizen, only referred to as T. and who is a Ho Chi Minh City public servant, was detained at the Malaysian airport on July 23 prior to her return flight to the Vietnamese city, on suspicion of using fake immigration stamp.
The arrest of T. is against the Vienna Convention on Consular Relations of 1963, the Vietnamese Ambassador Pham Cao Phong said in a diplomatic note sent to the Malaysia’s Ministry of Foreign Affairs.
The Vienna Convention 1963 is an international treaty that defines a framework for consular relations between independent countries.
Vietnam also opposed to the act of handcuffing T. as if she was a criminal, even though there is not enough ground to find her guilty, Minister Counselor To Thi Huong said, citing the diplomatic note.
The Malaysia’s Ministry of Foreign Affairs said it acknowledged the complaints from the Vietnamese embassy and will work with the Malaysian immigration authorities on the issue.
Ambassador Phong said the incident may affect the image of Malaysia in the eyes of Vietnamese tourists.
T., who works for the Party Committee Office of District 12, was on an overseas trip to Singapore and Malaysia with 60 colleagues from July 18 to 23, organized by popular travel firm Saigontourist, according to Le Van Cuong, the head of the Party Committee Office.
On July 23 night, when the tourists were completing procedures to leave Kuala Lumpur for Ho Chi Minh City, immigration officers held T. in detention.
“They said she had a fake stamp on her passport when traveling from Singapore to Malaysia,” Cuong told Tuoi Tre (Youth) newspaper on Friday.
The District 12 Party Committee Office was only informed her arrest on July 24 morning, when the other tourists already returned to the Vietnamese city.
The office immediately sent an email to notify the Vietnamese embassy in Malaysia about the incident, asking for protection of the citizen. Saigontourist was also called on to bring T. back as soon as possible.
“The tour organizer later told us that it was not until July 27 that the embassy acknowledged the incident and began working with local authorities,” Cuong said.
The embassy sent its staff to meet T. at the airport on July 27 afternoon, and the woman was finally able to return to Ho Chi Minh City the ensuing night.
“She could only cry when meeting family members and colleagues upon arrival at Tan Son Nhat airport,” Cuong recalled.
T. was only allowed to phone her family, and lost contact with the Party Committee Office, according to the official.
“She received food supplies during the detention but could not eat much as she is unfamiliar with the food,” Cuong said.
“The custody room does not meet basic living standards.”
The office has given T. some extra days off to calm down.
Late embassy’s response
The detention took place on July 23, but the Vietnam Embassy only knew of it four days later.
When asked about the late response, Huong, the Minister Counselor, told Tuoi Tre (Youth) that the embassy was contacted by Saigontourist on July 24, and had told the tour organizer to provide more information via email.
“But we received no email from Saigontourist by the end of July 24,” Huong said.
The travel firm actually sent an email on July 25, which was Saturday.
“It was weekend, and Saigontourist did not tell us that they had sent the email, so we did not check the inbox,” Huong said.
On July 27, the embassy finally received the report from Saigontourist, and immediately sent officials to the Malaysian immigration agency as well as Kuala Lumpur airport to verify the information.
But the immigration agency refused to let the Vietnamese embassy staffers meet with T. on July 27, and only arranged a meeting a day later.
“The immigration office later confirmed that verification found the stamp on T. passport is authentic, thus freed her but has since released no apology or explanation,” Huong said.

HA NOI (VNS)— Viet Nam will send four representatives to compete at the 2015 World Swimming Championships in Kazan, Russia tomorrow, according to deputy chairman and general secretary of the Viet Nam Aquatic Sports Association Dinh Viet Hung.
They are Nguyen Thi Anh Vien, Lam Quang Nhat, Hoang Quy Phuoc and Tran Duy Khoi.
Vien won eight gold medals at the recent SEA Games, and achieved three A standards to compete at the 2016 Rio Olympics in the women’s 200m medley, 400m medley and 400m freestyle.
Nhat secured a B standard to swim at the Olympics next year in the men’s 1,500m freestyle, Phuoc has two B standards in the men’s 100m and 200m freestyle, and Khoi earned a B standard in the men’s 200m medley.
“Nhat, Khoi and Phuoc aim to improve their achievements in Russia. It would be great if they can reach A standards at this event. We hope 18-year-old Vien, will make a splash in her favourite events,” said Hung.
“I will forget about my SEA Games’ achievements in Singapore. I try best to do well in Russia and then at the 2016 Olympics in Brazil,” said Vien.
However, it will be a difficult task for Vien at the swimming world’s biggest non-Olympic event.
According to the latest rankings from the World Swimming Federation, Vien ranks 20th in the women’s 400m freestyle, 24th in the 400m medley and 29th in the 200m medley.
Vien’s target in Russia is to get threw the qualifying rounds in her favourite events and earn another A standard for Brazil.
In preparation for the event, Vien and her coach Dang Anh Tuan have been training in the US.
Vien made it to No 14 in the world in the women’s 400m individual medley last year, thanks to her one gold and two silver medals at the Youth Olympics, two bronzes at the Asian Games and strong performances at competitions in the US.
She also won three golds and one silver at the Asian Youth Games in China in 2013, and was voted Athlete of the Year in 2013 and 2014.
The championships will draw 1,028 athletes from 208 nations and territories, competing in diving, synchronised swimming, water polo and open swimming.
The 12 countries with the most participants are Australia, Brazil, China, France, Germany, Great Britain, Greece, Hungary, Italy, Japan, Russia and the US.

Top Vietnamese tennis player Ly Hoang Nam will participate in the men’s F26-28 Futures in Egypt, slated for August 10.
Nam, world No 1,312, will first compete in the qualifying round.
He has so far attended three Futures tournaments in Thailand, Indonesia, and Belgium. His best performances helped him to enter the quarter-finals in Thailand and Indonesia.
After this tournament, the 18-year-old will compete in the US Open, which is scheduled to be held from September 6 to 13.
The player, born in the southern Tay Ninh Province, has become the first Vietnamese to claim a Grand Slam junior title after winning the boys’ doubles trophy at the Wimbledon championships, with Indian partner Sumit Nagal on July 12. — VNS

Liem aims for top ranking in chess

Top Vietnamese chess player Le Quang Liem aims to be among the top three players in the men’s standard event at the 2015 Asian Continental Chess Championships.
The tournament will begin in the United Arab Emirates tomorrow.
“The event is likely to be very tough for me because it attracts strong rivals from China and India. However, I will try my best to rank among the top three in the standard event. My best result in the Asian event was to reach the top five,” Liem said.
Besides world No 46 Liem, Viet Nam is also sending other players such as Nguyen Ngoc Truong Son, Nguyen Huynh Minh Huy, Nguyen Duc Hoa and Nguyen Thi Mai Hung to the event, which will end on August 13. They will take part in the rapid, blitz and standard events.

Ngo Minh Dong, deputy office manager of the Vietnam General Confederation of Labor, said the confederation is raising money from trade unions and workers across the country to finance the project.
The goal of the project is “to pay respect and express gratitude to the Vietnamese people who were killed while trying to protect the country’s sovereignty over Hoang Sa; contribute to fostering national pride, solidarity and patriotism among the Vietnamese; and create a place for Vietnamese at home and abroad to commemorate and learn about the history of fighting to protect the country,” he said.
The confederation and Quang Ngai authorities have also launched a Hoang Sa monument design contest to choose the best design in terms of historical, educational and aesthetic values.
The project is planned to cover around 1.5-2 hectares.
Organizations and individuals at home and abroad can join the contest and should register their interest at the Vietnam General Confederation of Labor, 82 Tran Hung Dao Street, Hanoi, or at its representative office in HCMC at 85 Cach Mang Thang Tam Street.
The organizer will receive entries from August 1 to October 31. After the best design is chosen, the confederation would invite contestants to visit Ly Son Island.
Currently, the confederation is working on a project to build Gac Ma monument on 2.5 hectares in Cam Ranh City, Khanh Hoa Province, also on the central coast. The project costs around VND100 billion (US$4,583), which is sourced from trade unions and workers nationwide, as well as local and foreign organizations and individuals.
The design for Gac Ma monument was also chosen in a contest held by the confederation. This monument commemorates 64 unarmed Vietnamese troops who were killed by the Chinese while they were protecting Gac Ma (Johnson South Reef) in Vietnam’s Truong Sa (Spratly) islands.
