The 10th congress resolution of the Ho Chi Minh City Party’s Committee have set targets for the 2015-2020 term including economic growth in association with cultural development, social progress and justice promotion, environmental protection, social welfare and citizen life quality improvement.
HCMC will be developed into a modern, civilized and humane city, the resolution affirmed.
Financial Investment edition of Sai Gon Giai Phong Newspaper introduced opinions of some city leaders about these purposes.

Support industry in focus
The Ho Chi Minh City Steering Board on Support Industry Development has worked with researchers from the HCMC University of Economics and scientists, to organize over ten seminars, conducted surveys and collected opinions of over 1200 small and medium enterprises (SMEs) for project on support industry development as per instructions by the city Party Committee and People’s Committee.
On that basis, they have suggested the industry’s development orientations in the upcoming time as follows.
First is to focus on attracting small and medium enterprises to invest in production capacity increase and develop support industries in four major fields including mechanical engineering, electronics and information technology, chemical-plastic- rubber, food and foodstuff processing and two traditional industries namely garment-textile and footwear.
In the first phase the city should give priorities to mechanical engineering and chemical-plastic-rubber to develop supporting products serving other industries.
Second development process should gradually create advantageous business environment, encourage them to manufacture finished products using supporting parts made by SMEs, make SMEs strong enough to produce and supply support products to key and traditional industries of the city, boost technology transfer via production cooperation between foreign direct investment (FDI) enterprises and SMEs, develop human resources in management and technical manners to meet requirements on support industry development.
Some key measures should be implemented to attract investors and assist SMEs to develop support industry, including strengthening state management. Reasons that hinder the development of support industries comprise overlapped, asynchronous and ineffective management among authorized agencies.
Being aware of this issue, the city has established the Support Industry Development Steering Board and Support Industry Development Center who will support businesses to solve difficulties and problems to develop the support industry, and prepared space serving production to lure investors.
According to surveys, SMEs in the support industry are in demand of small factories, about 200-300 square meters each, while industrial parks and export processing zones have let them out at thousands of square meters or more. Hence the city will have policies to encourage investors to build infrastructures and multi-story factories meeting demand of SMEs.
At first the city will build factories over 1,000 square meter floor area. In addition it will review and adjust plans to reserve about 500 hectares of land in the phase of 2016-2020 for establishment of industrial parks and trade centers specializing in support industry.
Agricultural land with low economic effectiveness will be proposed to convert its use purpose to make room for investors with projects in accordance with the city’s development orientations.
Next solution is to determine outstanding supporting products of the city, aiming to increase science and technology application in groups of products with competitive advantage and high added value.
The Steering Board on Support Industry Development has worked on building a set of criteria to estimate typical support products, from that to build policies to boost production for local manufacturing and exports.

Improving urban development quality
The purpose of urban planning and development is to reorganize residents’ lives, improve living quality and environment and increase their access level to public services. By 2025, the city has to relocate 19,524 houses from canal area, reorganize their lives and improve urban landscape alongside canals.
In the phase of 2015-2020 HCMC will displace 9,805 houses, which is considered a breakthrough for the city to develop.
So far, 36,000 households have been removed and resettled from canal areas and downgraded apartment blocks. Many alleys and drainage systems have been upgraded in existing residential areas.
The city’s urban landscape has basically changed and become wider and many new urban areas have been built with utilities better serving citizens’ demand.
The relocation of houses from canals and old apartment blocks has contributed in reducing flooding, environmental pollution and creating land fund to invest in technical infrastructure synchronously to reduce traffic jam and increase tree area to improve environment quality.
However results have been behind expectations as there are about 20,000 houses in need of evacuation from canal sides and run-down apartment blocks, many residential areas should be renovated and investment progress of new urban areas has been slow. These require breakthroughs in thought, targets, implementation instruction and organization to get more achievements.

Giving assistances to product application, incubation
The HCMC Science and Technology Development Fund must operate in more effective ways to boost businesses’ production and product restructuring in the context of integration.
The fund should give first priority to research activities towards commercialization, invest in products for businesses in a supply chain, have policies to encourage financial institutions to loan businesses for technology reform and transfer and assist research and development (R&D) activities in association with product incubation, commercialization as well as other business start-up activities.
The fund’s management should bravely remove rigid regulations to create a clear legal corridor in accordance with reality.
In addition Mr. Dung prompted building of science and technology business incubation gardens in line with the Government’s assistance policies and the principle of risky investment.
International cooperation should be expanded in product and business incubation investment. Study and development ability of some major science and technology organizations in the city should be enhanced by continuing investment in material infrastructures, laboratories, equipment and database.
The Science and Technology Department will propose policies encouraging connectivity models between R&D organizations and business groups, boosting training and R&D activities in association with production and trading and forming of supply chains.
Technology transfer models and activities will be improved and professionalized. Information, market survey, supply and demand connectivity will be intensified to develop technology market.
The department will boost vigorous development of a city’s technology exchange.

E-government for smart city
Briefly e-government is an effectively operating government providing better public services for residents and businesses on the basis of information technology application. HCMC has paid heed to instructing building and implementation of this model from ward or commune to district and city levels.
That is one of important contents in the city’s information and technology development program for the phase of 2011-2015 and the draft plan on information and technology of the city by 2025.
In the upcoming phase of 2016-2020, targets of building a smart city should be implemented with e-government in the focus. Local authorities should intensify the use of electronic documents to improve electronic office application.
Public administration services should be more transparent, effective and convenient to better serving citizens and businesses, considering their satisfaction as a measure for administrative agencies to improve their services.
It is necessary to implement applications to connect information exchange among authorized agencies, creating a synchronous and harmonious coordination in solving administrative formalities.
Responsibilities of agencies’ leaders in applying IT in governing should be strengthened. The city should have a human resource training policy to run and implement the e-government model at all levels.

Developing connectivity, supply chains in agriculture
HCMC has 116,900 hectares of agricultural land including 71,200 hectare farming land. Although farming land area has reduced year by year, its production value per hectare has increased, from VND325 million in 2014 to VND375 million (US$17,000) in the following year.
Production zones have formed in rural and outskirt districts with various forms of production organization such as agricultural businesses, cooperatives, trade villages and households.
Farmers’ life and income have been improved, reducing the income gap between urban citizens and rural inhabitants.
The occurrence of supply chains to some products such as vegetable and dairy cows and seed cooperatives have contributed in lowering costs, increasing added value and stabilizing production and market.
So far HCMC has 67 agricultural cooperatives with 67 members each and 175 production groups comprising 20 members each. Some have supplied materials and consumed products for farmers.
For the last five years, the Agriculture and Rural Development Department has organized 165 conferences and many expos showing farming products to bring farmers and businesses together and boost consumption in HCMC.
Connectivity in production, processing and consumption has helped stabilize production and increase added value as well as competitiveness of products.
The department has proposed the city to continue assisting cooperatives to improve their operation and effectively implement production-consumption connectivity models, and have policies to encourage famers to broaden production scale and change agricultural structure.

Building culture, people with specific characters
HCMC is a special urban area’ an economic, cultural, education hub and training and science and technology center, gateway in international exchange and integration and motive force of the southern key economic zone. The city plays an important political role to the country.
The city’s Party Committee, government and people have always promoted their revolutionary traditions including unyielding, enduring, dynamic, creative and united and made important contributions to the cause of building and protecting the country, especially since the country implemented the Doi moi (Renovation) to now.
Local authorities and citizens’ awareness of culture and their role in the Renovation, the country’s development and protection, responsibilities in building an advanced culture deeply imbued with the national identity and traditions has been improved. This has been showed through their actions in building human with particular characteristics, healthy cultural life and civilized lifestyle.
HCMC should focus on implementing some below targets to develop culture and build citizens’ specific characters.
The first is to comprehensively develop a culture and the Vietnamese towards the true, the good and the beautiful imbued with national sprit, human culture, democracy and science.
The second is to develop culture for the improvement of human dignity and focus on human in cultural development, HCMC people have good dignity and lifestyle with basic characters such as patriotic, humane, honest, united, industrious and creative.
The third is to synchronously build a healthy cultural environment dignifying the role of family and community, harmonizing economic and cultural development, paying attention to culture and human in economic development.
Implementation of the three above targets will help governing agencies to be fully aware of their roles and responsibilities with specific actions at their offices and localities in order to boost cultural development, build human norms in the new period of international exchange and integration but still maintain cultural characters of HCMC citizens and Vietnamese.
