<p>The South African Embassy in Hanoi celebrated the 21 st anniversary of the country’s Freedom Day (April 27) with a ceremony on the evening of April 22.</p>
<p>At the ceremony, Ambassador Kgomotso Ruth Magau emphasised the time-honoured friendship with Vietnam since the 1950s and expressed her wish to cement the ties further for mutual economic growth and better living standards for both nations’ people.</p>
<p>Foreign Deputy Minister Vu Hong Nam said Vietnam is proud to be a close friend with South Africa in the struggle for freedom and equality and one of the first countries establishing diplomatic relations with the Republic of South Africa.</p>
<p>He went on sharing his belief that the Vietnam-South Africa partnership for cooperation and development will maintain momentum with effective implementation of commitments made by the sides’ high-ranking officials.</p>
<p>More than 900 million USD in annual bilateral trade revenue makes South Africa the top African trade partner of Vietnam.-VNA</p>

<td><i>(CPV) –</i> <a href="#"><b>This year’s Earth Day</b></a> <b>(April 22nd), the US Agency for International Development (USAID), in partnership with the US National Geographic Society, the Smithsonian Institution, and the wildlife trade monitoring network TRAFFIC, launched the Wildlife Crime Tech Challenge to reward innovative science and technology solutions that help combat wildlife trafficking.</b>
<p>This global competition will award four prizes of up to USD500,000 for innovative science and technology solutions to fight this increasingly serious crime.</p>
<p>“There has been a sharp increase in the illegal wildlife trade in recent years, and there is growing consensus that traditional models of conservation are insufficient to protect biodiversity and preserve ecosystems. By harnessing the power of science and technology, we hope this initiative hopes to overcome key barriers in the fight against wildlife trafficking,” said USAID Vietnam Mission Director, Mr Joakim Parker.</p>
<p>According to a press release issued by the US Embassy Hanoi today, this competition will focus on four issues in the fight against wildlife trafficking: detecting transit routes, strengthening forensic evidence and intelligence, reducing consumer demand, and tackling corruption. Following the selection of winners, the Challenge Team intends to create a community among innovators, users, and the public that will collaborate on further innovation and dissemination of the results.</p>
<p>Wildlife trafficking has emerged as one of USAID’s highest priorities, as poaching continues to undermine conservation achievements, economic prospects, and security, and the USD10-20 billion annual illegal trade in elephant ivory, rhino horn and other wildlife parts is financing criminal syndicates and terrorist groups. While Vietnam is ranked as the 16th most biodiversity rich country in the world, it is also a major hub for wildlife trafficking, supplying domestic and international markets with a variety of live animals, animal parts and medicinal plants. Vietnam serves as both a major demand country and a key transit hub for rhino horn and elephant ivory, and other endangered species.</p>
<p>USAID has been working closely with Vietnamese government, civil society, and international actors to tackle wildlife trafficking, including through its Regional Response to Endangered Species Trafficking program, which works to reduce consumer demand for wildlife products, and strengthen law enforcement, regional cooperation, and anti-trafficking networks.</p>
<p>It is also increasing its wildlife trafficking assistance to Vietnam under its Biodiversity Policy, which was launched in July 2014 and identified Vietnam as a priority country for biodiversity programming. The new combating wildlife trafficking activities will work to strengthen the legal framework, increase the capacity for enforcement and implement innovative strategies to reduce the demand for wildlife products./.</p>

HCM City: 12 dykes made from uPVC sheets inaugurated
<p>Twelve of the 14 dykes made of uPVC sheet in Ho Chi Minh City’s District 12, an environmentally sustainable construction material, were inaugurated at a ceremony held by the Saigon Industry Corporation (CNS) on April 22 in Ho Chi Minh City.</p>
<p>The 15.37-kilometre construction, built in 2014 at the total cost of nearly 330 billion VND (15.3 million USD) will help prevent floods and landslides and facilitate travel for local residents, said Tat Thanh Cang, Vice Chairman of the municipal People Committee.</p>
<p>He added that the city has put aside nearly 900 billion VND (41.9 million USD) to construct 32 embankments using uPVC material, 24 of which have become operational.</p>
<p>Cang also asked the CNS to accelerate its close inspection and evaluation of using uPVC sheets in flood-proof initiatives and complete the embankment construction before the flood season.</p>
<p>Replacing ferro-concrete materials, uPVC sheets have been used in dyke constructions in Ho Chi Minh City. The material has been used widely around the world, especially in the EU and the US due to its light weight and durability with the environment.-VNA</p>

<p>The “Vietnam–Oregon Initiative” (VOI) was introduced in the southern province of Binh Duong on April 22 in honour of the 20 th anniversary of the normalisation of Vietnam-US ties.</p>
<p>The initiative, co-organised by the provincial People’s Committee and Portland State University in Oregon, the US, aims to create various and more efficient forms of collaboration among Vietnamese offices and organisations with Oregon and other localities of the US.</p>
<p>According to the provincial People’s Committee Chairman Tran Van Nam, the principal purpose of the VOI’s introduction in southern region is to speed up cooperative and investment partnerships between the province and the US state, while developing a cooperative network among Vietnamese individuals and organisations and Oregon in economics-trade, education-training, and public management.</p>
<p>Currently, the US is the seventh largest of 39 countries and territories with investment projects in Binh Duong with 80 projects and total investment capital of over 630 million USD.-VNA</p>

<p>According to Head of the Francophone University Association Bernard Cerquiglini, the Hanoi establishment will bring a wide range of advanced educational materials and facilities to French students, postgraduates and lecturers from AUF member schools. It also serves as a communal space for them to study and organise events.</p>
<p>A similar centre will also be opened in Ho Chi Minh City.</p>

<p>The People’s Public Security Publishing House introduced two documentary books in Hanoi on April 22 on the occasion of the 40 th anniversary of South Vietnam liberation and national re-unification.</p>
<p>The book “Nhung ngay o chien truong- Tap 3″ (Battlefield Days – part three) features portraits of public security officers who joined the fighting on the southern battlefield before 1975.</p>
<p>Another book, “Nhung la thu thoi chien Vietnam” (Letters during the Vietnamese war), took 10 years to complete (2005-2015) and introduces over 100 letters of war veterans, invalids and martyrs sent to their families and relatives during the anti-US war. They are among thousands of letters collected by writer Dang Vuong Hung, who initiated a campaign to collect items and documents related to the war.</p>
<p>Speaking at the event, Director-Chief Editor of the People’s Public Security Publishing House Nguyen Hong Thai said the introduction of the books is intended to commemorate former generations who sacrified their lives for the nation’s reunification and enhance the younger generation’s patriotism.-VNA</p>

<p><strong>Several veteran artists have captured the soldiers in Vietnam’s Truong Sa (Spratly) archipelago in lifelike portraits with all their heart during a recent trip there.</strong></p>

<p>A delegation of 132 members from the Ho Chi Minh City People’s Committee paid an 11-day visit to islands and maritime platforms in the Truong Sa archipelago earlier this month.</p>
<p>Truong Sa is administered by the south-central Vietnamese province of Khanh Hoa.</p>
<p>Among the delegates were 17 artists from the Vietnam Fine Arts Association and Vietnam University of Fine Arts.</p>
<p>The artists and other delegates spent most of their time mingling with the young soldiers, depicting them in portraits and taking photos of the spectacular seas and islands.</p>

<p>Artist Tran Luan Tin, a veteran himself, said that the portraiture brought back his wartime memories.</p>
<p>He fought in a battle during the American war in Vietnam in 1972 in Quang Tri and joined the troops who advanced toward Saigon (Ho Chi Minh City now) right on April 30, 1975.</p>
<p>The country was reunified on that historic date.</p>
<p>He grabbed every opportunity to portray the soldiers, who impressed him most with their weather-beaten faces, and the profound changes they have undergone from carefree youngsters to sensible, sovereignty-aware soldiers.</p>
<p>Despite rough seas, Tin keenly jumped at every chance to set foot on the islands during the trip.</p>

<p>Artist Chu Anh Phuong, a lecturer at the Vietnam University of Fine Arts, created 15 sketches of the soldiers stationed on such islands as Truong Sa Lon, Da Dong A, Truong Sa Dong, Thuyen Chai, and Nui Le.</p>
<p>Do Van Vinh, a 20-year-old soldier, was deeply moved at his first-ever portrait in his uniform.</p>
<p>“We are all adamant on our mission of safeguarding our country’s sovereignty over Truong Sa, not only for ourselves but also for some 90 million Vietnamese people,” he said.</p>

<p>Results of the Provincial Governance and Public Administration Performance Index (PAPI) survey in 2014 in the Red River Delta were discussed at a workshop held in the northern province of Bac Ninh on April 22.</p>
<p>This is the first of a series of eight workshops on the survey to be held across the nation by the Centre for Community Support and Development Studies (CECODES), the Centre for Research and Training of the Vietnam Fatherland Front (VFF-CRT) and the United Nations Development Programme (UNDP) this year.</p>
<p>PAPI is the most effective policy monitoring tool that reflects citizen experiences with central to local governments in performing their governance, public administration and public services delivery functions. It measures six dimensions, namely Participation at Local Levels, Transparency, Vertical Accountability, Control of Corruption, Public Administrative Procedures, and Public Service Delivery, alongside 22 sub-dimensions and 92 indicators.</p>
<p>The 2014 PAPI report represents the results of the fourth annual nationwide survey with data articulating the experience of 13,552 randomly selected citizens who are a representative sample of different demographic groups from 63 cities and provinces. The citizens were also asked to assess the State governance and public administration performance.</p>
<p>At the workshop, experts and researchers were briefed on the PAPI nationwide results in 2014 as well as the index of the Red River Delta provinces in comparison with previous years (2011-2014). Thai Binh and Nam Dinh both had relatively good performances.</p>
<p>The PAPI has helped motivate public officials and civil servants to improve public sector management and service delivery, better serve citizens and foster national development.-VNA</p>

<p>The JSC-Trading-Service TV Hoang Quan Real Estate Corporation (HQC) began construction on the HQC Nha Trang social housing project in the central coastal city of Nha Trang , Khanh Hoa province on April 22.</p>
<p>Built over 10,000 square metres in the residential areas of Bac Vinh Hai, the project has a total investment capital of 500 billion VND (23 million USD) and includes four blocks with a total of 1,002 apartments.</p>
<p>It also comprises kindergartens, polyclinics, and facilities to serve community activities.</p>
<p>HQC Nha Trang is expected to be completed after 18 months of construction.</p>
<p>The project aims to meet the accommodation needs of low-income earners in the locality.</p>
<p>The investor committed to a discounted selling price; down 70 percent compared to others in the real estate market in the same period.</p>
<p>Homebuyers can also access loans up to 80 percent of the apartment’s value with an annual interest rate of 6 percent over 20 years.</p>

<p>The event contributes to raising public interest and support for local islanders, fishermen and armed forces on the waters of the Truong Sa (Spratly) archipelago.</p>
<p>NDO – The Ministry of Information and Communication (MIC) launched a campaign, themed ‘The MIC towards beloved islands’, to raise funds for fishermen, islanders and forces working and living in the Truong Sa (Spratly) archipelago, in Hanoi on April 22.</p>
<p>The launch event was attended by Minister of Information and Communication Nguyen Bac Son, personnel and staff from the ministry, and other relevant agencies.</p>
<p>The campaign’s launch ceremony raised a total of VND 4.1 billion (US$ 190,000) to support fishermen and law enforcement forces, and encourage them to stand firm in protecting national sovereignty over seas and islands.</p>
<p>The event contributes to raising public interest and support for local islanders, fishermen and armed forces on the waters of the Truong Sa (Spratly) archipelago.</p>
<p>According to Deputy Minister of Information and Communications Truong Minh Tuan, from April 19-28, the MIC, in collaboration with the High Command of the Navy, is organising a number of activities including exhibitions and presentations of historical documents and maps affirming Vietnam’s sovereignty over Truong Sa, establishing two post offices on Truong Sa and Sinh Ton islands, and implementing programmes to aid soldiers and officials working on the Truong Sa archipelago and the DK 1 oil rig.</p>

<p>The satisfaction index of public administration services reflecting the levels of individual and organisational satisfaction with some public administrative services will be released this October, said a conference in Hanoi.</p>
<p>The April 21 event was co-organised by the Vietnam Fatherland Front (VFF), Ministry of Home Affairs (MoHA), and Vietnam Veterans’ Association (VVA) to discuss the implementation of a coordination programme determining the satisfaction index of public administration services in 2015.</p>
<p>The programme will initially be implemented on a small scale, focusing on six administrative procedures at district and commune levels.</p>
<p>The three district-level procedures chosen for inspection are the granting of identification cards, land use right certificates and house building licences. Public services under scrutiny at commune level are the issuance of marriage certificates, birth certificates and the notarising of forms.</p>
<p>A survey will be completed across 36 districts and 108 communes of seven provinces, representing some of the country’s major regions. Vietnam’s three most populous cities – Hanoi, Ho Chi Minh City and Da Nang City – will be included.</p>
<p>The survey is planned to be carried out in July.-VNA</p>

Three 5,000-year skeletons unearthed in central Vietnam
<p><em>VietNamNet Bridge – Three skeletons of ancient Vietnamese people have been found lying next to each other in an area of 6 m2, 1.8 m deep at an archaeological site in Ru Diep Mount of Ha Tinh Province.</em></p>
<p><em><a href="http://bit.ly/1EcSLtr"><img alt="1665546-20150422164532-1" class="attachment-medium aligncenter" height="353" rel="lightbox" src="http://bit.ly/1EcSLtr" width="500" /></a></em></p>
<p>According to Mr. Nguyen Tri Son, Ha Tinh Museum Director, the skeletons are nearly 5,000 years old. They were discovered during an excavation from March 17 to 20 by the National University of Hanoi and the Australian National University.</p>
<p>The three ancient skeletons are quite intact. “Initially, we can say that the skeletons belonged to the Neolithic period, nearly 5,000 years ago. The museum is mapped to determine the size,” Son said.</p>
<p>The Director of the Museum of Ha Tinh said Ru Diep Mount is an inhabited area. The discovery of the three skeletons is proof for the existence of ancient Vietnamese people in Ha Tinh.</p>
<p>Previously, the Museum of Ha Tinh discovered the skeleton of an ancient Vietnamese in Thach Lac commune of Thach Ha district.</p>

Hanoi commemorates Soviet Union’s first leader
<p>A delegation from the Party Committee, the People’s Council, the People’s Committee of Hanoi and the Vietnam Fatherland Front’s Central Committee laid wreaths at the statue of Vladimir Ilych Lenin – the first leader of the Soviet Union – in Chi Lang Park on April 22 on the occasion of the late leader’s 145th birthday (April 22, 1870).</p>
<p>The officials were led by Ngo Thi Thanh Hang, Deputy Secretary of the municipal Party Committee.</p>
<p>Lenin is one of the eminent political figures and revolutionary thinkers of the 20th century, who masterminded the Bolshevik takeover in Russia in 1917 and became the first leader of the Union of Soviet Socialist Republics (USSR).</p>
<p>The annual activity is to show Hanoi’s deep gratitude to the great teacher of labourers worldwide.</p>
<p>The same day, delegations from other city agencies also laid wreaths at the statue.-VNA</p>

IC Ministry raises funds for Truong Sa
<p>The Ministry of Information and Communication (MIC) launched a campaign to raise funds for residents and soldiers in the Truong Sa (Spratly) archipelago in Hanoi on April 22.</p>
<p>Themed “The MIC towards beloved islands”, the launch event participants included personnel and staff from the ministry and other relevant agencies.</p>
<p>The campaign’s launch ceremony raised a total of 4.1 billion VND (190,000 USD).</p>
<p>From April 19-28, the MIC, in collaboration with the High Command of the Navy, is organising a number of practical activities including exhibitions and presentations of historical documents and maps affirming Vietnam’s sovereignty over Truong Sa , establishing two post offices on Truong Sa and Sinh Ton islands, and implementing programmes to aid soldiers and officials working in the Truong Sa archipelago and the DK 1 oil rig.-VNA</p>

Plan to block streets in downtown Saigon abruptly delayed to April 24
<p><strong>Having been informed that some streets in the heart of Ho Chi Minh City, where their offices sit, would be <a href="#http://bit.ly/1EcSJBR">blocked on Wednesday</a> for preparations for Reunification Day celebrations, many white-collar workers had to take longer routes to go to work in the morning, only to see traffic remain nearly normal shortly after their arrival at workplaces.</strong></p>
<p><a href="http://bit.ly/1IIXZ01"><img alt="1665522-iky57nwl" class="attachment-medium aligncenter" height="295" rel="lightbox" src="http://bit.ly/1IIXZ01" width="500" /></a></p>
<p>The city’s transport department announced on Monday that many streets in the downtown area would be blocked during different times in the April 22-30 period to make way for preparatory work to celebrate Reunification Day (April 30).</p>
<p>A huge area, bounded by Nguyen Thi Minh Khai, Cach Mang Thang Tam, Le Thanh Ton, and Nguyen Binh Khiem Streets would be shut down for such purposes, and vehicle drivers were asked to avoid these streets from 7:00 am to 11:00 am on Wednesday.</p>
<p>(Youth) newspaper that there was “a sudden change” to the plan.</p>
<p>“Seeing that completely blocking the streets would greatly affect the travel to work of many people, we only restricted traffic at certain spots and times when necessary,” according to the representative.</p>
<p>He emphasized that the department had not delivered a false announcement to the public.</p>
<p>Traffic will be blocked from 20:00 to 24:00 on Friday, and 5:00 to 12:00 on Sunday and Thursday next week, the representative said, citing the “adjusted plan.”</p>
<p>The road blocking plan has left many people scratching their heads as to how they would get to work on time, even though the transport department has given a list of <strong><a href="#http://bit.ly/1bgvhbL">alternative routes</a></strong>.</p>
<p>It is said that people have to park their vehicles somewhere and walk to the offices if their buildings are located within the restricted area.</p>
<p>Seeing the plan changed abruptly, however, has also displeased the public.</p>
<p>“Had I known this earlier, I would not have arrived at work late,” an office worker told <em>Tuoi Tre</em> today.</p>
<p>Some companies reportedly told employees to skip the morning shift only to learn later that they could get to work as easily as normal.</p>
<p>In the meantime, the streets that are recommended as alternative routes were comprehensibly more crowded than usual this morning.</p>
<p>Ha, a resident in Tan Binh District, used to travel along Nam Ky Khoi Nghia Street through the city’s downtown area to get to work in District 7.</p>
<p>This morning she had to use Cach Mang Thang Tam Street instead, and got stuck near the Hoa Hung market in District 10.</p>
<p>“I still arrived at work 30 minutes late,” she told <em>VnExpress</em>.</p>

<p><em>VietNamNet Bridge – The exhibition “150 years of Quoc Ngu (Vietnam national language script) newspapers in the period 1865-1954″ includes many old and rare newspapers, gathered from valuable collections of many newspaper collectors across the country. The exhibition lasts from April 18 to 21 and is being held at the Vietnam National Library in Hanoi.</em></p>
<p>The exhibition showcases more than 150 old newspapers, selected from the collections of four collectors Ta Thu Phong, Hoang Minh, Trinh Hung Cuong and Nguyen Phat Ha Giang.</p>
<p>In this exhibition, alongside famous newspapers such Gia Dinh, Nam Phong, Thanh Nghi, Phong hoa, and Khai Tri Tien Duc journal, are the first newspapers on the topics of industry-commerce such as Nong Co Min Dam and Saigon Economic Weekly, and the first newspapers on the topics of women such as Tan Van Women and Equality Daily Newspaper, and newspapers for children, including Children’s Magazine and Children’s Graphics, among others.</p>
