The Hai Duong provincial People’s Committee (PPC) has issued a list of projects for investment appeal and pause of investment attraction in the province from 2015.
Accordingly, in the industry – construction field, the provincial government prioritizes the attraction of projects of manufacturing electronic and electro-refrigeratory products, information technology and digital audio-visual devices, and lighting and energy-saving equipment; building factories producing engineering and precision engineering products, electric and diesel engines; manufacturing and assembling cars, constructional equipment and machinery, etc. under the form of wholly foreign investment, domestic joint venture, or other forms.
In the transport field, the provincial government prioritizes the attraction of investment in road 398B and a road linking Han bridge and national highway 37 under the form of BOT (build, business, transfer) or BT (build, transfer).
For the health – education field, priority is given to attracting the projects of investing in the construction and procurement of equipment for the Hospitals of Gynecology and Obstetrics, Traditional Medicine, and Ophthalmology and Dermatology until 2022; building Cancer and Cardiovascular Intervention Centers under Hai Duong General Hospital; producing medicines for the people satisfying international GMP standards, and producing and assembling hi-tech medical devices.
In the field of natural resources and environment, the provincial government prioritizes the attraction of investment in the projects of Soi Nam landfill closure and treatment to prevent environmental pollution; a system collecting and treating wastewater in the industrial complex alongside national highway 5; construction and renovation of drainage and wastewater collection and treatment systems in Hai Duong city’s western area and improvement of the Sat river environment; improvement and enhancement of the capacity of a plant treating wastewater in Hai Duong city, etc. with ODA, FDI, and other capital sources.
Priority is also given to attracting investment in many projects in the field of culture, tourism, and services, such as a cultural, educational, sport, and medical complex to the south of Lo Cuong bridge, a cultural and sport zone and the headquarters of Hai Duong city Sport Center; a service center under the provincial centralized administrative area; a square and a sport complex in Kinh Mon district, Ben Tam resort and ecotourism site, etc., under the form of BOT, BT, wholly foreign investment, domestic joint venture, or other forms.
The provincial government also prioritizes the attraction of investment in several projects in the field of agroforestry and aquatic products, such as the construction of a factory processing agricultural produce for export, growing of clean vegetables for export, and production of breeders of cattle, poultry, and aquatic products.
Besides, the PPC’s decision also defined a number of fields in which investment attraction will be paused, namely dyeing weaving (weaving with dyeing stages); production of leather, leather shoes and relevant products whose production process includes leather tanning and preliminary treatment stages, synthetic resin, composite, pulp-made paper, rubber, such materials as cement, constructional bricks made of burned clay, lime, and asbestos-using roofing, chemicals, and chemical products; and exploitation of natural resources and minerals without processing.
The PPC required relevant sectors to announce the list; compile project introduction documents as a basis for investment mobilization and promotion; coordinate, guide, inspect, urge, and enable investors to realize projects in accordance with current regulations.
