Deputy PM urges radical measures to address spontaneous migration

Nhan Dan Online – Relevant ministries, sectors and localities must find out the reasons for spontaneous internal migration and take radical measures to deal with the issue, while designating long-term strategies and tightening local management to keep updated on the situation.

Deputy Prime Minister, Nguyen Xuan Phuc made the direction at an August 13 conference in Hanoi on spontaneous internal migration and population distribution in the northwestern and Central Highlands regions.

In his speech, Deputy PM Phuc emphasised that the spontaneous migration situation has been transforming positively, with the number of spontaneous migrants decreasing through the years and 80% of those receiving appropriate care from destination administrations.

However, there remain thousands of households yet to be distributed with stable accommodation, which has resulted in many negative consequences such as deforestation, disorder and hunger and poverty, depressing native residents, he noted.

The Deputy PM asked the Ministry of Agriculture and Rural Development (MARD) and localities to review the number of spontaneous migrants with unstable lives and no household registrations, grant them productive land, household registrations and civil status, and build infrastructure to help them stabilise their lives.

At the conference, deputies suggested that from now till the end of 2014, northwestern and Central Highlands provinces propose policies, mechanisms and solutions, while mobilising all resources to realise the target of residential stabilisation, socio-economic development and restrictions on spontaneous internal migration.
