Corruption whistleblowers may be rewarded with up to $236,000 in Vietnam

People who denounce corruption and help the government of Vietnam recover from a corruption case an amount as much as 600 times the common minimum wage will be rewarded with VND5 billion (US$236,000), according to a draft regulation.

This proposed regulation is part of a draft joint circular of the Government Inspectorate and the Ministry of Home Affairs detailing rules on rewarding people who gain outstanding achievements in anti-corruption.

The two agencies are collecting feedback from other ministries and the public so that it can perfect the legislation before submitting it to the government for approval.

According the draft circular, people who make considerable contributions to the fight against corruption can be honored with a Medal of Bravery by the State President.

They can also be given certificates of merit by the Prime Minister or his cabinet, the National Assembly Office, the Government Office, the Supreme People’s Procuracy, the State Audit Agency, the Central Committee of the Fatherland Front Central Committee, and the people’s committees of provinces and centrally-administered cities.

Rewards for individuals who report corruption will be given based on Government Decree 42/2110 dated April 15, 2010, the circular said, adding that whistleblowers will also be offered further rewards from the Reward Fund for Corruption Prevention and Control.

Accordingly, those honored with Medals of Bravery, certificates of merit by the Prime Minister or certificates by ministries, authorities of provinces and centrally-administered cities, and other agencies will also be given a reward that is 60 times, 40 times, and 20 times higher than the common minimum wage, respectively.

Vietnam’s current common minimum wage is VND1.15 million (US$54.3) a month.

When denunciators can help the state recover the lost money worth 600 times the common minimum wage, they will be offered a reward up to 10 percent of the recovered amount but it must not be higher than VND5 billion ($236,000), according to the proposed regulation.

The draft circular also sets out two forms of rewarding: in public and in private, with the latter to be used when denunciators need to be protected.
