When they heard that fishermen could be preferentially given loans in the 16,000- billion-dong loan package, they were excited. Many households boldly invested a huge capital to increase their ship’s capacity, for example, fisherman Vo Doc has invested nearly VND 400 million to increase their ship’s capacity from 160 horsepower to 400 horsepower; or Mr. Phan Thuan newly built a large capacity vessel for the next fishing season. Mr. Thuan let known: “My family has invested to build a new vessel with the total of over VND 2.5 billion; we had VND 1.5 billion, I’m making a bank loan for the remaining amount.
