Ho Chi Minh City police on Tuesday imposed an administrative penalty on a Chinese man for stealing from another passenger on a Vietnam Airlines flight one day earlier, the latest in a dozen similar cases that have occurred recently.

While on Vietnam Airlines flight VN129 from Da Nang City to HCMC on May 12 evening, the 42-year-old man, He Qun Xian, was caught bringing the luggage of Ngo Van Ha, 46, another passenger from HCMC’s Binh Thanh District, to the restroom to search for valuables.
A passenger who detected He’s act reported it to the crew, who then made a report about the Chinese passenger’s theft and handed him over to police when the plane arrived at Tan Son Nhat International Airport, located in Tan Binh District.
The Chinese man later pleaded guilty of stealing, police said.
Le Truong Giang, a Vietnam Airlines spokesman, said that the carrier cannot add He to the flight ban list, as the authority to do so belongs to the Civil Aviation Administration of Vietnam (CAAV).
Vietnam Airlines crewmembers, customer service staff and flight attendants have been trained in skills to identify, prevent, and handle in-flight thefts, Giang said.
Thanks to that, they have recently discovered many passengers stealing on flights and even videotaped the thieves’ acts, Giang added.
This is the 12th time thievery has been found on Vietnam Airlines flights this year, Giang said, pointing out that most of the thieves are Chinese nationals.
These thefts occurred mostly on flights to and from Thailand, Indonesia, Singapore, Laos, and Cambodia; and on some other domestic flights.
There have been more and more thefts aboard Vietnamese carrier planes, Lai Xuan Thanh, head of the CAAV, told Tuoi Tre (Youth) newspaper on Tuesday, adding that there have been signs that thieves operate in groups.
In a recent meeting with the Ministry of Public Security, Deputy Minister of Transport Pham Quy Tieu proposed that police launched an investigation to crack down on in-flight theft gangs.
On Tuesday, a leader of the Ministry of Public Security’s General Police Department for Crime Prevention and Suppression said that the agency is setting up a special unit to deal with thieving on flights.
