Recently, in Hanoi , Land Alliance (Landa) and Oxfam jointly organized a seminar to share information about the draft decree guiding the implementation of the revised Land Law 2013. At the seminar, the participants agreed that the decree played important role in making clear guidelines to ensure the implementation of the Land Law in the localities. The seminar is an opportunity for participants who are managers and experts to contribute their comments on the draft decree guiding the implementation of the revised Land Law 2013.
Mr. Bui Khac Vu, Head of the research group on land recommendations of Landa, shared lessons learned of Da Nang and Ho Chi Minh in land related issues. Prof. Dr. Dang Hung Vo, former Deputy Minister of Natural Resources and Environment, presented his recommendations to the decrees guiding the implementation of the amended Land Law 2013. He emphasized that the most concerns at the moment are transparency, people’s participation, consensus in the land transfer process, deployment of land-related procedures, employment and income for the people whose land acquired.
The revised Land Law 2013 was approved by the National Assembly of Vietnam on Nov 29, 2013 and will be effective from July 1, 2014. After the approvement, the Ministry of Natural Resources and Environment has continued to public the draft decree guiding the implementation of the law in order to further improve the effectiveness and efficiency of State management on land, and promote land resources for socio-economic development.
