Nhan Dan Online – A conference on accelerating disbursement of Official Development Assistance (ODA) to development projects was held in Hanoi on March 29 by the National Steering Committee for ODA and Preferential Loans.


According to a report by the ODA National Steering Committee (ONSC), which is chaired by Deputy Prime Minister and ONSC Head Hoang Trung Hai, Vietnam created a breakthrough in the disbursement of ODA and preferential loans in 2013. The total amount of ODA disbursed in 2013 reached US$5.14 billion, 23% higher than in 2012.


However, challenges still remain in the disbursement of ODA, including difficulties arising from ODA-related mechanisms and policies, procedural differences between Vietnam and donor states, the lack of corresponding capital, and issues in land clearance for ODA projects.


To ensure the efficient use of ODA and to accelerate the disbursement of ODA and preferential loans, it is necessary that relevant ministries, agencies and donors carry out a number of measures. Most importantly, they must finalise ODA management mechanisms and policies through amendments and supplements to legal documents related to laws on construction, investment, bidding, and public investment, said Deputy Minister of Planning and Investment Nguyen Chi Dung.


Work should also be done to review and assess the implementation of ODA projects to devise timely measures to tackle the shortcomings of troublesome projects, as well as to increase the guidance and support of project owners to deal with difficulties, he added.
