The guard, Dao Quang Khanh, 18, and Dr. Tuong, 41, were arrested on October 22, 2013, three days after they threw the body of Le Thi Thanh Huyen, who died at 39, into the Hong River.

Last month, as Huyen’s body remained unfound, police put an end to their investigation and proposed that the prosecutor’s office indict Tuong for two charges, namely “Breaching regulations on medical examination and treatment, drug production, preparations, supply and sale or other medical services,” and “interfering with human corpses, graves, and/or remains.”

Meanwhile, Khanh, 18, who aided Tuong in dumping the woman’s body into the river and stole an iPhone 5 from the victim, should be charged with “interfering with human corpses, graves, and/or remains,” and “stealing property,” the police proposed.

After receiving the police’s investigation conclusion, the prosecutor’s office has recently issued the indictment to prosecute the two men for the above charges.

However, a new and notable detail in the indictment is that Khanh incited Dr. Tuong to throw Huyen’s body into the river.

According to the indictment, Huyen, of Hanoi’s Hoan Kiem, came to the beauty salon, at 45 Giai Phong Street in Hai Ba Trung District, on the morning of October 19 to undergo abdominal liposuction and breast lift surgery.

She underwent aesthetic operations performed by Dr. Tuong from 12 pm until 4 pm. Thirty minutes after the surgery, Huyen had difficulty breathing and began foaming at the mouth. Dr. Tuong gave her an injection and she appeared to recover. But at 5:45 pm, Tuyen’s body suddenly turned blue and her blood pressure could not be measured. Tuong put her on a respirator and gave her a cardiotonic but could not save her.

Incitement

Later, Tuong, with the help of some of his employees, put Huyen’s body into his car, which he drove to the hospital. He was followed by Khanh, who carried Huyen’s handbag and rode her Lead scooter.

When they reached Buu Dien (Post) Hospital in Hanoi’s Hai Ba Trung District, they found many people at the entrance of the hospital. To avoid detection, Tuong did not drive the car to the front of the hospital but stopped it outside, on the street.

At that time, Khanh suggested to Tuong that they should dump the body into the Hong River, instead of bringing it into the hospital. Tuong agreed. Tuong’s wife, Nguyen Thi Hang, arrived, and Khanh drove her on the motorbike, following Tuong’s car towards the river.

When they reached Co Ling Street, Khanh signaled to Tuong to stop his car. Khanh then left Huyen’s handbag and bike on the side of the road and he and Hang got in the car.

While inside the car, Hang advised her husband not to throw the body into the river, but Tuong did not follow her advice. He continued to drive to National Highway 5 towards the Thanh Tri Bridge.

Tuong later stopped the car near lamppost no. 44, and he and Khanh took Huyen’s body out of the car and threw it in the river.

The indictment also concluded that Khanh had stolen an iPhone 5 from Huyen’s handbag.

Also according to the indictment, Tuong’s beauty salon was operating without a license from the Hanoi Heath Department.

Tuong was also a doctor at Bach Mai Hospital in Hanoi.

Body remains unfound

Based on Tuong’s testimonies to investigators, Huyen’s family and concerned agencies have spent a lot of time and effort searching for the body.

Hanoi police and the victim’s relatives have also distributed leaflets regarding the case to residents along the river, asking them to provide any related information they may have. The family has even resorted to the help of psychics in attempts to locate the body.

However, despite all of these efforts, the body has still not been found.

After the case was uncovered, Tuong’s family gave Huyen’s relatives VND150 million (US$7,000) as initial compensation.
