Responsibilities of the Trade Unions The Resolution numbered 20-NQ-TW (term X) on “Continuing to construct thee Vietnamese worker class in the period of enhancing the country’s industrialization and modernization” has definitely entered the people’s life with Vietnamese worker class nonstop getting stronger in both quantity and quality, and making bigger contributions to the society. To have these achievements, the close direction by the Party levels, the participation of the entire political system, with the trade unions being at the key position and the enterprises is the decisive factor.

As for the trade unions, the task of being the representatives to care for and protect the legal rights, benefits of the laborers is the most significant. The standing board of the provincial labor federation considers this task the unit’s regular activities. In 2013, the provincial labor federation organized the movement of patriotic movements with more than ,130 incentives, 1 works, products and 7 certificates of creativity, which brought about the profit of over 4.5 billion dongs; the unit has also visited and encouraged thousands of members, laborers who are in difficulties. As for the Lunar New Year Giap Ngo, the provincial labor federation donated 700 gifts, each is from 300,000 dongs to 500,000 dongs, timely handing over 1,000 cards of boat members, 123 insurance cards for boat trunks, handing over 28 “trade union cozy” houses which are worth nearly 1.5 billion dongs.

2014 is the first year that the Trade Union has implemented the Constitution 2013, with some supplementary articles and developments of Article 10 on trade union organization, which asserts the legal position of the trade union in the country’s political system. Therefore, the trade union needs to construct the competent civil servants; enhancing the development of union membership, establishing trade union units among the out-of-state organizations, paying attention to the operation of the fishing profession organizations. The standing board of the provincial labor federation has just introduced the Program of developing membership in the period of 2013-2018, together with the entire country to strive towards the year 2018 to have 10 million members; the Plan of effectively implementing the Collective laboring compromise”, “Improving the competence, professional skills of members and the laborers”, raised by the Chairman of Vietnam General Labor Association; organizing the implementation of the regulations and directions on executing the Vietnam Trade Union regulations term XI; caring for the training, fostering the civil servants working in trade unions at all levels, particularly those in directly foundational levels and the levels of out-of-state enterprises, FDI sectors, to meet the tasks under the stipulations stated in the Trade Union and Labor Act.

2014 is the year to commemorate the 60 years of Dien Bien Vu victory (May 7^th, 1974-May 7^th, 2004), 70 years of the establishing day of Vietnam People’s Army (December 22^nd, 1944- December 22^nd, 2014) and also importantly is the 85^th anniversary of the establishing day of Vietnam Trade Union organization (July 28^th, 1929-July 28^th, 2014), the trade union will drastically develop the movement of patriotic emulations, connection to implement the focal works, constructing new rural areas; renovating the competence; enhancing the operation in the Trade Union Month, caring for the life of the laborers, contributing to fulfilling the social-economic criteria set in the Resolution of the provincial Party committee, the provincial people’s council and the Resolution set by the IX Assembly of Phu Yen Trade Union.

To gain high efficiency in implementing the movements, the operation of the trade union needs to strongly head towards the foundations, timely honor the trade union members and laborers with excellent achievements. The standing board of the provincial trade union constructs the plans to direct the trade unions at all levels to organize the Workers Month to put it into intensive, extensive and practical level; mobilizing the establishment of the foundations’ trade unions as well as increasing membership, constructing the stable trade union foundations.
