The International Science Seminar (ISS) on the Development of Special Economic Zones (SEZ) – Experience and Opportunity will be jointly held by the Steering Committee of International Seminars of Quang Ninh Province of Vietnam and the SEZ Research Centre of Shenzhen University, Guangdong Province, China on March 20 and 21, 2014.
This is the first ISS under the global SEZ development forum to be organised in Vietnam. It is an opportunity for central agencies, Quang Ninh province and other localities, organisations, enterprises, international scientists and scholars to exchange information relating to the process of formation and development of cluster model, SEZ, free economic zones over the world during the past 30 years – experience and opportunity to develop the SEZ in Vietnam.
The seminar expects about 350 representatives of central bodies of Vietnam, experienced and trustworthy scientists, specialists, administrators and speakers around the global on SEZ; and senior executives of four localities, namely Quang Ninh, Khanh Hoa, Kien Giang and Lam Dong having the most outstanding potential and advantageous conditions in Vietnam to build and develop SEZ in the future. More than 200 reporters from home and abroad news press will also join and report the seminar. The speakers who are top specialists nationally and internationally are expected to make 26 speeches in the seminar.
Seminar will mainly refer to exchange and discuss international experience of the development of SEZ, free economic zones and focus on: institution and mechanism, policy (land, finance, banking, tax and labour); administration (organisation and administrative procedures); benefits, difficulties and challenges; strategies to develop line of business and attract investment resources; integrated infrastructure development solutions; green economy and service economy development when SEZ is implemented. Experience drawn from the seminar will be applied to practical situation to develop the SEZ in Vietnam, Van Don SEZ and Mong Cai border economic zone, Quang Ninh province.
This is an ideal opportunity for Quang Ninh to propagate and broadcast the potentials, advantages, position and reform policies which partly reinforce legal foundation, science foundation and the imperativeness of SEZ establishment and development; simultaneously prove feasibility and possibility of success in building Van Don SEZ. Additionally, it affirms the leading role of Quang Ninh in initiating and implementing SEZ model aiming at motivating the local and national economic development.
