EDO – Breakthrough Step in Investment Environment Improvement 1447218-201422414509-5

The establishment of Economic Development Office (EDO) was seen as a major breakthrough move to improve the investment climate in Ninh Thuan province. Since it went into operation, EDO has actively boosted support for investors and enterprises to expand production and business operation and seek partners, thus contributing to investment attraction and economic development in the province.


EDO – a new model built on the initiative of Monitor and the Singapore Economic Development Board (EDB) – is affiliated with the Department of Planning and Investment of Ninh Thuan province and directly administered by the Chairperson of the Provincial People’s Committee. Apart from attracting investment capital from all economic sectors, even foreign direct investment (FDI) capital, official development assistance (ODA) funding and non-governmental organisation (NGO) aid, EDO is also assigned to guide investors from applying for investment registration documents to project deployment, and to instruct investors in dealing with difficulties arising from the process of implementing the projects.


Currently, investors only need to work with EDO to complete all procedures concerning business establishment, investment certificate, construction permit, land rent, environmental issues, and many other necessary aspects for their projects. All procedures will be handled by EDO and relevant authorities in line with the “single window” mechanism at EDO in accordance with the Decision 29/2012/QD-UBND dated June 26, 2012 of the Provincial People’s Committee. Accordingly, EDO is responsible for receiving valid dossiers from investors. With a maximum duration of one working day from the date of receipt of valid applications, EDO shall establish document transfer slips carrying the handling schedule sent to competent authorities for consideration and settlement.


As for procedures handled by EDO, receptionists must transfer valid documents to competent divisions immediately after they receive them. Relevant authorities and District People’s Committees must set up “single-window” divisions or clerical departments (applied to agencies without single-window divisions) to receive documents from EDO. When they receive the documents, they must sign document transfer slips and hand them to their leaders for settlement and forward to competent units within the day.


Within three working days at most from the receipt of the documents by EDO, if relevant authorities and District People’s Committees do not have any opinions, the documents are deemed valid and followed in line with regulations. With simplified procedures and steps, the time is 30 – 50 per cent shorter than the duration provided in the law. Some procedures like business registration, seal registration, and tax code registration are done in just three working days. These efforts are praised by investors and the business community.


According to EDO Director Truong Xuan Vy, in addition to its tasks of promoting investment and supporting enterprises, EDO also attaches much importance to boosting cooperation with domestic and international investment promotion agencies. In 2013, EDO advised the Provincial People’s Committee to join and co-host some important events such as the Central Coast Investment Promotion Conference in Danang City, and coordinated with international organisations like JICA and JETRO to organise seminars on development cooperation of Ninh Thuan province within the Vietnam – Japan relationship to introduce the potentials, strengths, opportunities, and investment encouragement policies and supports of the province. EDO has also actively established connections with Vietnamese embassies and investment promotion officials at Vietnamese missions in foreign countries and foreign diplomatic missions in Vietnam to deliver investment promotion documents and publications to potential investors, aiming to attract them to the province. These communication channels have produced practical results – Ninh Thuan is known by more and more domestic and international investors.


He added that EDO has focused on a scheme that builds EDO into a “modern electronic single-window” model to improve its operational efficiency, boosted IT application to document receiving and processing works, and established a business support unit in a bid to become an administrative centre of the province, thus helping the province step up public administration reform and raise the provincial competitiveness index (PCI). Last but not least, EDO facilitates enterprises and investors to access investment registration information and enhances business and investor support efficiency to improve the investment environment of Ninh Thuan province.
