Instead of paying more than VND200,000 for a taxi, I registered with the website dichung.vn,” she said. “Then I went to the airport with a man who owns and drives a car. According to advice from the website, we can negotiate for the fare, so I gave him VND100,000 and a thank-you smile,” she said. <a href="http://bit.ly/1nlnIPx">Nguyen Thanh Nam</a>, 30, and his fellow workers launched the dichung.vn website to provide car sharing service, a new form of transportation, that saves money and protects the environment. Also called ride-sharing or lift-sharing, this practice ensures that more than one person maximizes travel by car or motorcycle. By having more people in one vehicle, car pooling reduces spending for fuel and tolls, as well as the stress of driving. Car pooling is seen as a more environment-friendly and sustainable way to travel. “I used to travel regularly between <a href="http://bit.ly/1ugAxQk">Ha Noi and Hai Phong</a>. Sometimes, when I was alone in my car, I would feel sad and concerned over the waste of gasoline. Then I searched for others who were regularly travelling on the same route. When I found out that a lot of people were interested in this new way of travelling, I gradually developed the idea and spread it around,” Nam said. There is no need to register for membership in any group, since anyone who wants to take advantage of the service may go to the website, click to book a ride and follow instructions. Users can gain access to the website and perform the required steps using either their computers or smart phones. The software will automatically measure the distance to be travelled then calculate payment for the car owner. “Once you make reservations, your request will be sent to the vehicle owner who has provided information about the route he or she will take,” Nam said. “The car owner has up to 24 hours to accept or reject your request for planned or sudden trips.” “<a href="http://bit.ly/1pZg6rM">The cost of travel is extremely low</a>,” added Nam. “For example, two people using car pooling service from <a href="http://bit.ly/1pZg82R">Nguyen Khanh Toan Street in Cau Giay District to Trang Thi Street in Hoan Kiem District</a> will each pay only VND3,000 for petrol.” Users are allowed to interact with each other on the website, where pooling is offered on all types of vehicles from all over the country, including motorcycles, cars, buses and taxis. “We create an environment for users to interact with each other, and we only play a mediating role. We aim to creating the most favourable conditions for users to overcome psychological hindrances as well as unnecessary burdens,” said Nam. Nam noted that building trust and confidence among users was the biggest difficulty. To overcome this, the service requests each customer to register using an ID card or driver’s licence. Customers can negotiate directly with the vehicle owner over the fare and make a direct payment or use the website for making a payment without incurring any additional expenses. The website creators have set a five-year goal to attract two million users which, if met, means at least one million vehicles will remain off the streets. If the average gasoline consumption of each vehicle is VND2 million per year, the users will be able to save 200 million litres of petrol and reduce other transportation expenses. The website creators estimate that the resulting reduction in traffic jams will lead to more than VND1.6 trillion (US$74 million) in annual savings for the cities of <a href="http://bit.ly/1pZg82T">Ha Noi and HCM</a> alone. Currently, car pooling attracts more than 2,000 regular clients and has become a place for connecting strangers to each other. Suddenly, a young man riding an old Honda motorcycle stopped next to me.” “No need to verify my identity. Come along with me!” Vy quoted the man, exuding the confidence of a long-time acquaintance, as saying. “Feeling slightly embarrassed, I rode on his bike. Gradually, we became close, and the journey seemed shorter. From car pooling on the streets, we now travel together on a road called love,” Vy said. “<a href="http://bit.ly/1pZg82X">This practice obviously helps reduce traffic jams, since it reduces the number of vehicles on the road</a>,” she added. Another young woman, <a href="http://bit.ly/1gtlGyS">Ngoc Anh</a>, said she wanted to go shopping on weekends but could not persuade anyone to join her. She checked dichung.vn and found a young woman with the same interest. “When we met for the first time, we felt very close. Now, we not only go shopping but also go out together for meals and coffee. I have a new friend who shares my interests and many similar characteristics. It was amazing,” said Anh. The website also offers to help clients share a taxi from downtown <a href="http://bit.ly/1pZg6rU">Ha Noi to Noi Bai</a> airport and back, to cut their travel expenses. To support students taking university and college entrance examinations, the website coordinated with the <a href="http://bit.ly/1ugAzYB">Ha Noi Youth Union</a> to create a network of 100 volunteer <a href="http://bit.ly/1pZg6rZ">motorbike taxi riders</a> that would <a href="http://bit.ly/1ugAy6R">transport students</a> from bus stations to the inns before, and take them from the inns to the bus stations after, the exams. Ho Chi Minh City investigators met <a href="http://bit.ly/1pZg7Mw">Uong Ba Quyen of the Central Highlands</a> province of <a href="http://bit.ly/1ugAx2I">Dak Nong on August</a> 21 to investigate the charge, Lao Dong (Labor) newspaper reported. Quyen attempted to illegally import a tiger and a bear in November 2007. He now says he did so to fill an order placed by <a href="http://bit.ly/1pZg7Mx">Vo Van Dong</a>, director of the <a href="http://bit.ly/1ugAx2N">Southern Environmental Police Department</a>–a division of the <a href="http://bit.ly/1dguR54">Ministry of Public Security</a>. Quyen was arrested in HCMC’s District 1 before he could deliver the consignment to Dong, who had ordered the animals at his café in the Central Highlands province of Dak Nong. A subsequent trial sentenced Quyen to eight months in jail. “After being released, I began a search and finally found out that Dong, who ordered the tiger and bear, is actually a senior lieutenant colonel,” Quyen was quoted by Lao Dong as saying. <a href="http://bit.ly/1ugAx2O">Major General Nguyen Xuan Ly</a>, Dong’s superior, confirmed that Dong ordered the wildlife from Quyen in 2007. However, he refused to elaborate on the issue. “<a href="http://bit.ly/1pZg7My">This is a confidential state matter, one we will not discuss with the press</a>,” he said. “This is our case and we are responsible for it. Journalists have the right to attempt to investigate it but we have our own rules.” HCMC-based <a href="http://bit.ly/1ugAx2R">Lawyer Tran Hong Phong</a> said judicial agencies should investigate how the buyer was identified. <div xmlns='http://www.w3.org/1999/xhtml'>Photos: Weather forecasters in Truong Sa Archipelago With updated weather forecasts sent to the mainland timely and continually, members of the <a href="http://bit.ly/1ugAu7i">Meteorology Station on Truong Sa Lon Island</a> have greatly contributed to providing necessary information to the fishermen during their fishing trips offshore, to the islanders in daily life and soldiers in training drills in <a href="http://bit.ly/1fFh43A">Truong Sa Archipelago</a>. Truong Sa Lon Meteorology Station was built in 1977 as part of the hydro-meteorology station of Vietnam’s central southern region. It is one of the 26 international weather forecast stations coded 48920 by the World Meteorological Organization. Nguyen Hong Tien, an officer of the station, said that data of the sea and weather forecasts sent to the mainland by members of the station on Truong Sa Lon Island are always adequate, precise and on time, because they are fully aware of the importance of such information to the fishermen, the residents and soldiers on the islands. Any delay or inadequate forecast may cause unexpected consequences in both human and material losses. Although living in tough weather conditions and facing shortage of material facilities, Tien and his six colleagues work in shifts to undertake measuring and analysing the sea and meteorological data and send the results to the mainland every three hours (when the weather is normal), or every 30 minutes (when the weather is bad), from 1am to 10pm, every day. Outsiders may think their routine job is simple, because all steps are done almost the same every day. However, only members of the station understand how important their job is in service of the fishermen, islanders and soldiers. Like those doing similar jobs in the remote mountainous regions, the weather forecasters’ job is so calm, yet requires great responsibility. We accompanied Tien on a working trip, during which we learnt more about his job, which is different from the ones on the mainland. Tien recalled the first day when he started doing the job. “That day, I was entrusted to measure the wind velocity, which reached 16-17 metres per second, which means there is a big storm at the 7-8 grade and that may damage houses. I hurried to report that to the station’s main office, and received unexpected response from my colleagues, who affirmed that it was normal on the islands and nothing to worry about. It was the very first experience that I encountered in my three-year working term here,” said Tien. Tien said he is very interested in observing and forecasting the weather changes, which helped him accumulate experience. Around the Truong Sa Islands, the weather changes so quickly, with lots of wind, and that makes meteorologists’ job more difficult. However, it is also a good environment for them to train themselves and further advance. “Seven members of our team are young and so enthusiastic, and we always help one another at work and in life. For example, the station’s chief, Vu Dinh Trung, who was born in 1984 from central Thanh Hoa Province, and Nguyen Tan Trung born in 1990 from central Phu Yen Province, have worked for a long time at the station and have lots of experience. “In my first days on the island, sometimes I felt a bit scared when watching the big waves or listening to the strong winds. But now I am familiar with all of these things,” Tien said, adding that such kind of sounds are like an ocean song, a spiritual food for him and his colleagues to enjoy everyday. <div xmlns='http://www.w3.org/1999/xhtml'>Credit growth expected to hit 10 percent this year The country’s credit growth is expected to reach 10 percent by year-end, lower than the target of 12-14 percent, said new <a href="http://bit.ly/1CdG0Nv">Deputy Governor of the State Bank of Vietnam</a> (SBV) <a href="http://bit.ly/1jpKuaz">Nguyen Thi Hong</a>. Vietnam ‘s credit is estimated to grow by 4.5 percent and its deposits, by 8.21 percent, by late August, she revealed at a conference held in Hanoi on August 29 that reviewed eight months of the banking sector’s operations. Hong explained that credit growth in August was 3.68 percent higher than that in July but remained lower than that in the same period last year. As of August 21, the total means of payment rose by 8.86 percent while deposit growth rate went up by 8.21 percent, with deposit in dong rising 8.77 percent and deposit in foreign currency going up by 4.2 percent compared to the same period last year. The liquidity of credit institutions remained abundant and the interest rate of the inter-bank market was stabilised at a low level. Hong said the lending rate of credit institutions was expected to decline by 0.5 to 1.5 percent in 2014. Currently, credit institutions have adjusted the interest rate of old loans. As of August 14, outstanding loans in dong with an interest rate of more than 15 percent accounted for 4.45 percent of the total number of loans, while outstanding loans with an interest rate of more than 13 percent accounted for 12.45 percent. <a href="http://bit.ly/1CdG0Nw">The SBV Deputy Governor</a> also revealed that Vietnamese commercial banks’ bad debt ratio rose to 4.84 percent by late June 2014, representing a 3.61 percent increase from that of the same period last year. She attributed the increase to sluggish production and business, resulting in a delay in debt payments for a number of businesses, and the implementation of new debt regulations in SBV’s Circular No 09/2014/TT-NHNN on the classification of bank risk. The circular, which deals with the classification of bank assets, the setting up of risk provisions and the manner by which provisions against credit risks are to be deployed, will force an increase in risk provisioning, according to Hong. It will also allow the banks to continue restructuring existing loans and retain them in the same debt group until April 1, 2015, instead of reclassifying them by using more rigorous standards by June 1, 2014, as previously planned. At the conference, the <a href="http://bit.ly/1namuaZ">Chairman of the Vietnam Asset Management Company</a> (VAMC) told reporters that since October 2013, his company had purchased 58.9 trillion VND (2.8 billion USD) worth of bad debts from 35 credit institutions. In 2014 alone, VAMC purchased bad debts worth 19.6 trillion VND, but this indicated a decline in the number of such purchases. <a href="http://bit.ly/1namub0">The VAMC Chairman</a> explained that the purchase of bad debts formed part of a roadmap and plan to restructure the non-performing loans of credit institutions. He added that his company has to consider the quality of bad debts before making the purchase. Explaining why purchased bad debt was lower than total non-performing loans (NPLs) of the banking system, Hong said VAMC is not a “magic wand” to be used in the handling of NPLs. The SBV Deputy Governor explained that <a href="http://bit.ly/1CdG0Nx">VAMC’s</a> handling of NPLs aims to encourage credit institutions to offer more loans and reduce interest rates for lending in order to assist businesses. This move is part of ongoing efforts following <a href="http://bit.ly/1namtDL">Transport Minister Dinh La Thang’s</a> instruction to launch the route as soon as possible, expecting it to shorten flights between <a href="http://bit.ly/1n9BB7r">Noi Bai and Tan Son Nhat</a> airports, thus saving fuel. <a href="http://bit.ly/1nvSTYT">The CAAV</a> also asked Vietnam Airlines and VietJet Air to coordinate their plans to implement the pilot SIM of the route. The airlines will submit a report to <a href="http://bit.ly/1CdFZcv">CAAV by September</a> 5, analysing the results of the flight simulation experiment, evaluating the potential costs for customers, and comparing the proposed new route with the current one. <a href="http://bit.ly/1hcnco3">In March</a> 2009, the CAAV received a proposal for the Hanoi-HCM City “golden air route” from former pilot <a href="http://bit.ly/UjImss">Mai Trong Tuan</a>. The proposed air route would mean flights between the capital and the southern economic hub will fly over <a href="http://bit.ly/1namvM3">Laotian and Cambodian</a> airspace, rather than over the ocean, following Vietnam’s “S” shaped coastline. Some experts think the new route could shorten flights by 26 minutes, whilst the <a href="http://bit.ly/1CdFZsI">CAAV and Vietnam Airlines</a> estimate time savings of around 5-7 minutes.
