The newspaper continued to innovate and improve the quality and maintained its position as one of the local Party newspapers with leading quality and publication scale in the North. The above result was partly contributed by a team of collaborators. A total of 6,497 news, articles, and photos of 595 collaborators and readers were published in Hai Duong Newspaper’s publications last year. The crowded and wide team of collaborators contributed to helping the newspaper closely stick to life and promptly reflect important events; bring into play its role as a large forum of people from all walks of life; and enhance its attractiveness and combativeness. The collaborators appreciated Hai Duong Newspaper’s efforts and offered many constructive suggestions. Some asked Hai Duong Newspaper to increase the number of pages, develop the electronic version, and create a clearer style for each publication; improve the combativeness; and dig deeper into major problems of the locality. The newspaper should continue to uphold its identity, have more in-depth articles about the land and people of Hai Duong, be more creative in presentation, etc. On the occasion, Hai Duong Newspaper commended and rewarded 10 outstanding collaborators of 2013. <div xmlns='http://www.w3.org/1999/xhtml'>Tay Ninh declares new outbreak of H5N1 flu (VOV) – A new outbreak of H5N1 flu was detected on a flock of 8,000 chickens in <a href="http://bit.ly/1hiKY1c">Chau Thanh</a> district, Tay Ninh province, announced the Veterinary Agency Zone 6 on February 28. <a href="http://bit.ly/1jakdfz">On February</a> 27, the provincial veterinary department noted an unusually high number of deaths in the flock and immediately took precautionary measures including blood samples, culling and sanitation to prevent the spread of the disease. According to head of the provincial veterinarian department, <a href="http://bit.ly/NF1KfY">Nguyen Van May</a>, they additionally took steps to inspect all farms in the area including 86 farms operated by <a href="http://bit.ly/1pHDQPX">Vietnam Joint Stock Company</a>, Emivest, <a href="http://bit.ly/NF1KfZ">CJVina</a> in the province. He said that all of the Vietnam Joint Stock Company farms remain healthy as a result of strictly complying with all veterinary guidelines and regulations in terms of breeding, and vaccination. Meanwhile, the Ministry of Agriculture and Rural Development (MARD) sent an urgent message to the provincial and municipal People’s Committees urging a heightened stage of prevention activities regarding the bird flu. The message stated that to cope with the complicated development of A/H5N1 flu, drastic and immediate measures should be taken at provinces and cities nationwide, especially high-risk localities. It stressed the importance of strictly monitoring duck addition to chicken flocks, and the transport of poultry at markets at localities, using veterinary medicines in prevention and actively declaring outbreaks if they occur. Additionally, measures to cull the poultry and disinfecting infected areas urgently, using financial support properly and strengthening dissemination on the disease. It is also important to send health workers to infected localities to timely take samples for testing and support the vaccination at localities. Bird flu has been recurred in 24 provinces and cities nationwide with the number of infected and culled poultry reaching 113,000 . Among the lottery tickets was several tickets with number 855 514, which were considered “unlucky” so many people refused to buy. At that time Dung and his wife were taking care of ornamental plants. Dung bought 10 lottery tickets with the “unlucky numbers” to help his neighbor. In the afternoon, Dung could not believe in his eyes when he saw the lottery results. His lottery tickets with “unlucky numbers” brought him VND8 billion. Dung said after paying taxes, he had VND7.14 billion. However, Dung’s family has got troubles. The next day, tens of people flocked to his home to lie and even kowtowed and cried to ask for money. Dung gave them money and since then, his home has been surrounded by tens of strangers everyday, who come to ask for money. Some days, local police had to intervene to maintain security and order. Local authorities also received many letters, which were sent to the commune authorities but on the envelopes, the writers noted that they asked the authorities to give the letters to the lottery winner – Mr. Dung. Dung and his wife were so tired and they left their home to avoid troubles. According to a local official, as soon as he won in the lottery, Dung presented VND150 million to local government to help poor people during the lunar New Year. Dung also gave VND1 million and Tet presents to 12 local families and VND100 million ($5,000) to the lottery ticket seller. According to some local people, before winning the jackpot, Dung and his wife were known to be generous people who usually helped poor people.
