A police officer who took part in assaulting two journalists of the Radio Voice of Vietnam (VOV) in Hung Yen Province has been removed from his post.
The director of the provincial police yesterday issued a decision to dismiss Senior Lieutenant Dang Quang Hoang from the post of deputy head of team, under the Van Giang District Police, for his offense.
The dismissal was made after the provincial police had investigated and concluded that Hoang used a plastic bludgeon to beat Nguyen Ngoc Nam, 42, chief of political news from the VOV, on April 24, 2012.
The provincial police also ordered the district police to give administrative penalties to three employees of the V&T company, a local contractor in Hung Yen, who had taken part in the attack against Nam and Han Phi Long, a 33-year-old reporter, also from VOV.
There were no grounds to indict Hoang and the three workers, since both Nam and Long have not demanded criminal prosecution against the attackers and since the two victims have refused to have their injuries verified to determine how badly they were hurt, police said in a statement.
According to the Criminal Code, prosecution is made against someone only when that person has caused a level injury of at least 31 percent to another person.
Therefore, the attackers cannot be treated criminally, the police added.
In talking with Tuoi Tre Nam said, “We do not demand a prosecution against the attackers, but we demand all the offenders be punished strictly and pay us damage for causing harm to our health, mind and honor.”
Nam also added that he had not been put under any pressure from anyone when he made such a decision.
As previously reported, VOV assigned Nam and Long to travel to the province’s Van Giang District on April 24, 2012 to collect information about a protest by local residents against a land eviction going on there.
While the two men were carrying out their duties a group of people, including Hoang, beat them.
