A government decree stipulates that foreigners must obtain a permit from the provincial public security department to be granted entry into maritime boundary areas, in addition to their passports and visas.
But the island district of Co To has now been recognised as a local tourism zone, meaning no licences are needed as long as foreign tourists have a valid passport or passport alternative.
The People’s Committee of Quang Ninh province, which has jurisdiction over Co To, designated the islands as a tourism zone following approval from the Ministries of Public Security and Defence.
The abolition of the licence requirement is expected to draw more foreign tourists to the Co To Islands, which welcomed only a small number of foreign visitors in the past years.
