Hai Duong province has achieved positive results in State management on information and communication so far this year. Business operations increased over the past year. Revenue of post and express delivery rose 23 percent; and revenue of telecommunications and internet services climbed 11 percent. Meanwhile, pay TV service had 23,300 new subscribers. However, State management in this area still faced certain difficulties like insufficient budget, supporting equipment, personnel and technology.

Telecom revenue exceeded VND300 billion in the year to date, up 30 percent over the same period of 2014. Revenue of mobile communication services grossed VND230.7 billion. Telecommunications firms had 1,772 new landline telephone subscribers, bringing the total subscribers to 78,467 and had 3,719 post-paid subscribers, bringing total postpaid subscribers to 133,909.

To improve State information and communication management, the Department of Information and Communications always sticks to its tasks and functions; supports other agencies to speed up information technology application to serve public administration reform and meet growing requirements of citizens, businesses and society. The department also builds personnel training programmes to enhance their professional expertise.

In the first six months of 2015, the Department of Information and Communications coordinated with the Department of Education and Training, the Department of Culture, Sports and Tourism, the Provincial Youth Union and the Provincial Post Office to organise the 44th UPU international letter writing contest in the province, drafted and submitted the directive on strengthened management of public internet and electronic game services in the province to the Provincial People’s Committee, joined hands with the Office of the Provincial People’s Committee to suggest the Provincial People’s Committee to approve the Plan for deployment of transmission digitalisation and terrestrial TV broadcasting to 2020. The department also tracked the Provincial People’s Committee’s issuance of information technology application plan in Hai Duong province in 2015; drafted and submitted the e-government development plan in the 2016-2020 period to the Provincial People’s Committee; set up the plan for construction of e-government architecture; completed and submitted documents concerning the upgrade of provincial data integration centre to the Department of Planning and Investment; deployed e-office project in 2015; and joined hands with cultural and communication units in districts and cities to organise eight classes to train procedures on licensing prating, colour photocopier management, and photocopying service registration, and publication registration. In addition to professional work, the department also achieved good results in Party and union works in the first six months. The Party Committee reviewed Party work in 2014 and proposed targets and tasks for 2015; admitted to new Party cadres. Party cells organised congresses for the 2015-2017 term; and sent three outstanding officials to Party candidate training classes, intended for admission in 2015. The department successfully organised the Party Congress for the 2015-2020 term.

In newspaper and publication, the department focused on propagandising economic, political and social achievements of Hai Duong province as well as mechanisms and policies on investment environment. Newspaper briefings are organised monthly and quarterly to review press activities in the locality.
