Such licenses will be granted to eligible Vietnamese citizens and expatriates with residence permits in Vietnam and valid driving licenses issued for use in Vietnam, according to the Ministry of Transport’s Circular 29/2015/TT-BGTVT.
The holders of international driving licenses will be allowed to drive cars in foreign countries as permitted in Vietnam.
To get international driving licenses, people should submit applications to the directorate or provincial transport departments. These applications must enclose their original driving licenses issued by Vietnam and passports and valid residence cards (for foreigners) for competent agencies to verify the accuracy and legality of their papers.
Within five working days from the date of the applications being submitted, the authorities will issue international licenses if they meet all requirements. These licenses will have a validity of no more than three years.
However, the international driving licenses will not be accepted in Vietnam.
Nguyen Thang Quan, head of the Vehicles and Drivers Management Department at the directorate, told the Daily in May that Vietnam-issued international licenses would not be accepted within the country as clarified in the Vienna Convention.
The Vienna Convention on Road Traffic, to which Vietnam is a signatory, is an international treaty designed to facilitate international road traffic and increase road safety by establishing standardised traffic rules amongst members.
The international driving license granted by Vietnam will be valid in around 85 countries which have participated in the convention, including Germany, France, Australia and Spain.
