Higher penalty for evil doctor; death cause unknown

Forensic experts are unable to determine the cause of death of a woman whose corpse was dumped by a doctor into the Hong (Red) River following her post-surgery death at a local beauty shop in Hanoi last year. Meanwhile, a higher penalty has been proposed for him.

As the body of the victim was strongly decomposed, forensic experts could not reach a conclusion about the cause of her death, the Hanoi City People‘s Procuracy said on Wednesday in the second indictment issued for the case.


The victim is Le Thi Thanh Huyen, who died at the age of 37 at Cat Tuong Beauty Salon after she had an operation there on October 19, 2013.


The doctor who threw Huyen’s body into the river is Nguyen Manh Tuong, 41, the owner of the salon and a former doctor of Hanoi’s Bach Mai Hospital.


Tuong carried out the dumping of the woman’s corpse with the aid of the salon’s guard, Dao Quang Khanh, who was 17 at the time of the crime.


Tuong and Khanh were arrested on October 22, 2013.


The search for Huyen’s body had been launched since then and in early August this year, a DNA test from the Ministry of Public Security‘s Institute of Criminal Science indicates that DNA sample taken from one of several bodies local residents found floating on the same river on July 18 matches those of Huyen’s relatives with a match rate of nearly 100%.


Heavier penalty proposed


According to the new indictment, Tuong is charged with “breaching regulations on medical examination and treatment, drug production, preparations, supply and sale or other medical services” pursuant to Item 3, Article 242 of the Penal Code and “interfering with human corpses, graves, and/or remains,” pursuant to Item 2, Article 246 of the Penal Code.


In the previous indictment, Tuong was indicted on the same charges but the former offense was based on Item 1 of Article 242, which stipulates a lighter sentence (1-5 years in prison).


Meanwhile, the new indictment applies Item 3 of Article 242 for Tuong and the penalty thereby is higher: 7-15 years in jail.


The charges for Khanh remain unchanged in the new indictment. He has been indicted for “interfering with human corpses, graves, and/or remains” and “stealing property.”


The Hanoi People’s Court opened a trial for the two defendants on April 14, 2014 but delayed it the same day and returned the case file to the investigation agency for clarification of some technical issues related to the woman’s death.


No court hearing has ever been conducted again ever since.









According to the case file, Huyen came to Cat Tuong Beauty Salon on October 19, 2013 to have an abdominal liposuction and breast lift surgery.


After being anesthetized, she underwent aesthetic operations performed by Dr. Tuong from 12:00 pm until 4:00 pm. Thirty minutes after the surgery, Huyen had difficulty breathing and started foaming at the mouth. Dr. Tuong gave her an injection and she appeared to recover.


But at 5:45 pm, Huyen’s body suddenly turned blue and her blood pressure could not be measured. Dr. Tuong then put Huyen on a respirator and gave her a cardiotonic but could not save her.


Dr. Tuong and Khanh (the security guard at his salon), carried Huyen’s body in the doctor’s car to Thanh Tri Bridge and threw it into the Hong River.


After investigation, police arrested the two men three days later.


Police concluded that Khanh had stolen an iPhone 5 from Huyen’s handbag.
