The project of “Constructing and replicating the models to help children with special circumstances based on community” has been implemented by Phu Yen Department of Labour, Invalids and Social Affairs since 2012 in 12 communes, wards in Tuy Hoa city and in the 5 districts of Song Hinh, Son Hoa, Dong Hoa, Tay Hoa and Tuy An in order to help children with difficulties to be able to go to school, reduce the burden on families and society. Over time, numerous programs and activities that are synchronously implemented have helped detect and assist disadvantaged children, building up a safe and friendly environment for children.

In Tuy Hoa city, the Project was implemented in ward 1 and 2. For effective operation , the two wards have established clubs, gathering children belonging to 10 groups of children with special circumstances, which is an opportunity for them to exchange and share their thoughts, feelings about the difficulties, hardship in life to seek for empathy and to encourage each other to overcome adversity.
In October 2013, ward 1 established the Club “Help abandoned children, orphans without assistance, disabled children based on the community.” Initially, the Club gathered 25 children of the above objects and regularly operated. Now, the Club has admitted 10 more children. To get the practical efficiency from the club’s operation, the Club’s Management Board has been actively coordinating with departments, unions in the ward to create a joyful and useful atmosphere for children to participate. Thus, it’s easy for them to integrate into the community and strive to study well.
The Club “Preventing, helping street children, children doing hard, dangerous works, children at risk of sexual abuse and domestic violence based on community” in ward 2 was established in September 2013. Through the first year of operation, the Club’s initial effect is considerable. Many children come back to learning, gradually getting rid of guilt, inferiority for their status and become positive members in the activities, movements in their school and localities. The girl Ho Thi Thuy Dung, joining in the club from the first meetings, confided: “Since joining the Club’s activities, I have felt much more confident, less guilty, self-deprecating about my identity. Thereby, I have better dynamics and overcome difficulties in life”.
Mrs. Pham Thi Minh Hien, Deputy Director of Phu Yen Department of Labour, Invalids and Social Affairs, said: “The greatest effect from the clubs is raising the awareness of vulnerable-children objects, their families, thereby helping them integrate into the community. In addition to material support, the model has many useful programs to help children, namely mainstreaming activities in the organizations of unions, associations; organizing entertainment attractions for children in population areas on holidays … enabling them to get healthy playgrounds, helping to curb the situation of street children dropping out of school, leading to committing social evils”.
