Vietnam to make land survey nationwide this year: gov’t directive

The Vietnamese Ministry of Natural Resources and Environment will coordinate with local authorities nationwide to inventory land and draw land use maps this year, under a directive by Prime Minister Nguyen Tan Dung.

In Directive 21 dated August 1, 2014 the premier said that the land inventory and land use mapping are aimed at clearly and accurately showing the actual state of land use in communes, districts, provinces, cities, and socio-economic zones across the country.


This general land survey must be carried out countrywide from now until the end of December 31, 2014, the directive said.


The deadline for reporting the results of the land survey to the Prime Minister is June 1, 2015 for communes, July 15, 2015 for districts, September 1, 2015 for provinces and cities, and November 1, 2015 for socio-economic zones.


Land inventory reports are required to provide full and accurate data on the natural areas of land of all types, the areas of land in use of all types, land management units, and land users by the end of December 31, 2014, the government leader said.


Upon completion, land inventory reports and land use maps will form the basis for evaluating the country’s land management over the past five years.


They will also have a say in recommending mechanisms, policies as well as measures to strengthen the state management of land, improve the efficiency of land use, and adjust the implementation of national land use plans in the 2016-2020 period.


Subjects of the land inventory are organizations, households, individuals, communities, religious entities, foreign organizations with diplomatic functions, foreign-invested enterprises, and overseas Vietnamese that are using land under the provisions of Article 5 of the 2013 Law on Land, according to Directive 21.


Meanwhile, land use maps must reflect the distribution of land of various kinds in each commune, district, province, and economic zone.


Through the data collected from the survey, surveyors must analyze and assess the state and structure of the use of land, as well as land changes in the past five years, the directive insisted.


Based on such analysis and assessment, relevant agencies will evaluate the reality of land management and the compliance to laws and regulations by land users, point out weaknesses in land management, and propose new mechanisms and measures to better land use and management.


Cadastral and ordnance survey maps should be used in inventorying and mapping land and classifying types of land users, the government’s order said.


If such maps are not available, remote sensing images can be used as a replacement, the document said, adding that in the absence of the maps and the images, previously-made land use maps should be compiled and edited for use instead, the directive said.


Local authorities are required to apply necessary technology in digitalizing the results of the land survey including land inventory reports and land use maps, the premier said in the fiat.
