An American national living in the central city of Da Nang has been fined VND25 million (US$1,180) for assaulting a Vietnamese woman, causing her to be hospitalized, a senior police officer said.
American, 68, attacked for allegedly causing public uproar in Da Nang
Senior Lieutenant Colonel Ho Thanh Hung, deputy police chief of Da Nang, said on Thursday Dennis Marshall Gray, the American attacker, was penalized for “harming health of other people“.
The 68-year-old American expat also agreed to pay his Vietnamese victim US$3,000 in compensation.
According to police in Thanh Khe District where the assault occurred, Dennis Masshall Gray, who is temporarily residing at Ham Nghi Street in Thac Gian Ward, took a taxi from Tien Sa transport firm at some 6 p.m. on July 27.
When the taxi driver stopped at a red light at the intersection of Ham Nghi – Ly Thai To Streets, Dennis attacked the driver and ran away. The cabbie said the foreigner had refused to pay the fares before running away.
Dennis also punched a 40-year-old local passer-by, who unfortunately got caught up in the brawl.
Nguyen Cuu Thi Thuy Trang, the victim, was rushed to Da Nang hospital with a fractured cheekbone and broken septum.
Getting angry with the foreigner’s rudeness, Le Van Phuoc, a 29-year-old local man, wrapped a bike tire around his neck and dragged him away. As result of the attack, Dennis fell and hit his head on the front part of a car nearby.
The attack by Phuoc was captured on a YouTube video that quickly went viral then.
Phuoc has been fined VND2 million ($944) for assaulting the American, according to Senior Lieutenant Colonel Hung.
Witnesses said the foreigner looked drunk when the incident happened. Local police were even verbally abused when they came to the scene.
Many people commented that it is rude to evade taxi fares but it is also an ill-mannered behavior to attack an elderly man [the 68-year-old Dennis].
