Under the decision, the fund—which is administered by the Ministry of Labour, Invalids and Social Affairs—will mobilise domestic and international agencies, organisations, and individuals to donate and provide financial support to the removal of explosive remnants of war in Vietnam, as well as to ensure safety and help UXO victims reintegrate into the community.

The non-profit fund is responsible for helping raise public awareness of mine accident prevention; providing funding for demining activities; and supporting education, vocational training and employment for UXO victims.

It also offers financial support for orthopedic surgeries and the rehabilitation of victims while providing for disadvantaged households affected by UXO incidents. Resettlement costs in residential communities heavily affected by UXO are also to be covered by the fund.
