Railway restructuring must run parallel with development strategy

Nhan Dan – Deputy Prime Minister Vu Van Ninh has required Vietnam Railways to accelerate its restructuring project in line with the sector’s development strategy.




He made the request at a meeting with Vietnam Railways officials held on February 13 to discuss the implementation of the sector’s restructuring project, approved by the Government one year ago, for the 2012-2015 period.


So far, the company has developed a project on human resource training and development in the 2013-2020 period, and a project on divestments of 13 joint-stock companies in a bid to reduce the proportion of Vietnam Railways’ capital in these companies.


Vietnam Railways also made a proposal to the Ministry of Transport and the Government calling for a streamlining of its operations to be undertaken by dissolving the Railway Freight Transport Company Limited, keeping its subsidiaries—the Hanoi Railway Passenger Transportation Company and the Saigon Railway Passenger Transportation Company—unchanged.


Deputy PM Ninh noted that Vietnam Railways should be aware of the importance of railway development as part of the overall development of the country’s transportation. The company must also understand the nature of its competition with other types of transport in order to define a long-term vision.


He asked Vietnam Railways to clarify which types of railway infrastructure needed State investment and which types needed equitisation in order to facilitate infrastructure upgrades and ease the burden on the State budget.


The company was also urged to carry out the restructuring project in a comprehensive manner, with a focus on building an effective organisational and managerial structure on top of the requisite improvements to infrastructure.
