At a meeting on Wednesday with HCMC People’s Committee deputy chairman Nguyen Manh Ha and the representatives of local concerned agencies, Duong Minh Tam, deputy head of the park’s management board, presented its draft regulation on new mechanism and policies for foreign experts who work in non-business units directly under the park.
In special cases where higher salary rates are considered reasonable, the park will report them to the city authorities for consideration and approval, Tam said.
In addition to such remuneration, foreign experts will have a favorable working environment, are tasked with jobs that are appropriate to their expertise, and are given support with travel.
During their time spent working in the park, foreign experts will also be assisted in visa procedures, residence, and children’s education, as well as in seeking jobs for their spouses,
Moreover, they will be given priority to buy or rent houses in planned areas in the park.
The city’s budget will cover the new policies if they are approved, Tam said.
He also said that the above salary rates are suitable for Vietnam’s current conditions and they are not high rates in comparison to those currently paid to experts in foreign countries.
Deputy chairman Ha said the city may give the park a lump sum budget to pay for its foreign experts and the park is allowed to determine remuneration for such experts in each specific project.
The park must be responsible to the city authorities for its foreign experts’ working efficiency, Ha said.
He also advised the park to hire highly qualified experts for each separate project.
The Saigon Hi-Tech Park, a park for high technology enterprises, is located 15 km from the city’s downtown, opposite to Thu Duc University Village and along the Hanoi Highway.
The park covers an area of 326 hectares and is currently being expanded. High-tech investors in the park are given preferential treatment with land leases and taxation, along with support for customs services.
