HCM city: Establishing a road maintenance fund Ho Chi Minh city has decided to establish a Road Maintenance Fund, directly managed by the City’s People Committee, headquartered at 63 Ly Tu Trong street, Ben Nghe Ward, District 1.

According to the vice president of the City’s People Committee, the fund’s mission is to advise and suggest plan to the City’s People Committee; manage and collect road charges for motorcycles in the area; deliver detailed instruction about the charges, charging method and percentage of charges for the agencies carry them out; manage and spend the charges collected effectively and appropriately.


Additionally, the City’s People Committee has also requested the fund to carry out researches to find additional revenue for it by using the current technology infrastructure system under the Decree no 10/2013/NĐ-CP on January the 1st, 2013 of the government.


The charges must be based on the policies of the State, socio-economic and geographical characteristics of the city in each period for it to be suitable with the contribution ability of people.


Statistics from the Traffic Safety Committee of Ho Chi Minh city has shown that there are 556.000 cars and 5.8 million motorcycles that are being managed by the city in total.


According to the Circular on November the 15th, 2012 of the Ministry of Finance in guiding the collection, submission, management and use of road charges per vehicle, charges for motorcycles with capacity up to 100cc and above 100cc is 50.000 to 100.000 VND/year and 100.000 to 150.000 VND/year respectively.
